In 2017, Professor Jane Cummings, the Chief Nursing Officer for England announced a career development programme was being developed for General Practice Nurses (GPNs). This programme took the form of an ‘action plan’ to recognise and develop the GPN role in transforming care and helping to deliver the National Health Service plan. The plan was published in 2017 and entitled The GPN 10 Point Plan. The GPN 10 Point plan uses an investment of £15 million from the GP Forward View funding allocation to support actions which will address the significant workforce challenges and support improvements in general practice nursing by 2020.

Getting the skills mix right in general practice is critical in addressing workload pressures as well as in delivering appropriate patient care. This will mean bigger teams of staff, including nurse practitioners providing a wider range of care options for patients and freeing up more time for general practitioners to focus on those with more complex needs.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4067", "label" : {"_value" : "Biography information for Steve Brine"} } , "answeringMemberConstituency" : {"_value" : "Winchester"} , "answeringMemberPrinted" : {"_value" : "Steve Brine"} , "dateOfAnswer" : {"_value" : "2018-11-12", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-11-12T17:22:35.2Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health and Social Care"} , "answeringDeptSortName" : {"_value" : "Health and Social Care"} , "date" : {"_value" : "2018-11-06", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "General Practitioners: Vacancies"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Health and Social Care, what assessment his Department has made of the role of nurse practitioners in filling shortages of General Practitioners.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4046", "label" : {"_value" : "Biography information for Bridget Phillipson"} } , "tablingMemberConstituency" : {"_value" : "Houghton and Sunderland South"} , "tablingMemberPrinted" : [{"_value" : "Bridget Phillipson"} ], "uin" : "188809"} , {"_about" : "http://data.parliament.uk/resources/999628", "AnsweringBody" : [{"_value" : "Department of Health and Social Care"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/999628/answer", "answerText" : {"_value" : "

The adjuvanted trivalent flu vaccine is the recommended vaccine for those aged 65 years and over because it is a more effective vaccine for this age group and should offer better protection against flu compared to those previously used in the United Kingdom programme. This is explained in the Flu Vaccination Programme Delivery Guidance 2018-19 available at the following link:

To ensure equitable access across the UK, deliveries of this vaccine are being phased between September and November. General practices and pharmacies were informed of the phased deliveries in April 2018 and given confirmed delivery dates in August. The supply to date has been on schedule.

We have not yet agreed which schools we will offer intensive support to through the programme. We expect that there will be key secondary schools in each of the 12 local authority areas. Opportunity North East is a pan regional programme.

Improving secondary performance is at the core of the programme, and we expect this to be reflected in the way that resources are allocated to have the impact we want to see. We recognise that there are some areas within the North East that feel the challenges we have set out particularly acutely, evidenced across a range of indicators including: the areas identified in the bottom two sextiles using the Achieving Excellence Areas methodology, educational performance at key stage 4, and the proportion of secondary aged pupils that are able to attend Good or Outstanding schools. Within the context of a pan regional programme, it is important that we ensure that those areas benefit appropriately from this programme.

My right hon. Friend, the Secretary of State has been clear that Opportunity North East is about working in partnership with stakeholders from across the region. My noble Friend, the Parliamentary Under-Secretary of State for the School System will be convening a Strategic Board to oversee the programme, made up of representatives from local authorities and the education and business sectors in the North East. The board’s remit will include developing ambitious but realistic performance metrics for improvements across the region in secondary outcomes, progression to higher education and teacher recruitment and retention; and informing decisions about how funding will be used. The board will also be responsible for approving the final set of schools to receive intensive support.
