As of 5 March 2024, 201,400 people have arrived in the UK under the Ukraine visa schemes, rather than as refugees. 144,400 of them have been sponsored under the Homes for Ukraine scheme with 108,601 being in England, 1,500 in Northern Ireland, 5,847 in Scotland and 4,200 in Wales.

In addition to this, 20,882 Ukrainians have been sponsored by the Scottish Government and another 3,291 by the Welsh Government. Local authorities will continue to receive the £5,900 per person tariff payment to support our Ukrainian guests. We are also working across Government to identify other ways to unblock barriers, helping Ukrainians access employment, commensurate with their skill set, liaising with the Department for Work and Pensions (DWP), who encourage their employer and the Refugee Employment networks to advertise job vacancies. In addition, Job Centre Plus teams also help guests with much needed CV Writing and Interview skills courses.

Ukrainians with work related qualifications are directed to the UK National Information Centre (UK ENIC) for the recognition and evaluation of international qualifications and skills, as well as signposting to the relevant professional regulators, all of which is available as comprehensive guidance on GOV.UK.

For specific healthcare and education roles, the Department of Health and Social Care (DHSC) and the Department for Education (DfE) have provided pathways for Ukrainians, to help them understand what they need to do to work in these sectors, also available on GOV.UK.

We recognise through engagement with guests, other Government departments, local councils, VCS organisations and sponsors that English language skills is one of the main barriers to employment, and wider integration. Homes for Ukraine hosts will continue to receive £500 a month as a ‘thank you’ for their ongoing support for their Ukrainian guests for a third year of sponsorship. We are also launching a £450 million third round of the Local Authority Housing Fund to help provide a new, permanent supply of accommodation for local communities.

The ‘thank you’ payments have been extended for a further year to reflect the continued generosity of sponsors in hosting guests from Ukraine over a longer period of time than anyone expected, and to ensure that those wishing to provide ongoing sanctuary can do so as the conflict continues.

More generally, government is increasing the Local Housing Allowance to cover the 30th percentile of local rents. This will help make housing costs more affordable for private renters in receipt of benefits. 1.6 million low-income households will be better off, with an average gain of £800 in 2024-25. Rates will be raised across Great Britain in April 2024.

Since the start of the Homes for Ukraine scheme, we have provided over £1.1 billion in tariff funding to councils and the devolved administrations to enable them to support Ukrainian guests to settle in, integrate, and then move on from sponsorship at the right time. As we have set out previously, we always anticipated that a proportion of arrivals would end up relying on homeless prevention services and our funding was designed to address this in part. Councils in England have also received a £109 million top up to the Homelessness Prevention Grant this year to reduce the risk of homelessness amongst Ukrainians. They will be able to use this funding to support other people at risk of homelessness. We have created the £750 million Local Authority Housing Fund for councils in England to buy or create housing stock to accommodate Ukrainian and Afghan families at risk of homelessness, and to ease wider homelessness pressures, seeking to ensure that those communities which have been most generous in welcoming new arrivals are not penalised with longer social housing waiting lists.

The vast majority of Ukrainians have been able to sustain housing without the need for homelessness support. The latest data indicates of those who have had a duty accepted, the majority have had their homelessness successfully prevented or relieved. Figures show only a fraction of all Ukrainian arrivals are in temporary accommodation. This demonstrates that councils have generally been very successful at preventing the need to place households in temporary accommodation.
