Humanitarian response is procuring personal protective equipment (PPE) for health workers to prevent the spread of COVID-19. While each service provider is responsible for obtaining the PPE it needs, agencies are coordinating and sharing information, including supplier contacts, through the UN Logistics Cluster. The UN has quality control guidelines and is establishing a global common supply chain. Similarly, the Bangladesh Government is coordinating procurement and dissemination of PPE to all government hospitals, including those in Cox\u2019s Bazar to which refugees with severe cases of COVID-19 or other illness may be referred.<\/p>

The UK is reaching refugees with information and support to reduce rumours, myths, fear and panic about COVID-19, through the Communications with Communities Working Group. This includes a large array of methods to disseminate messages to refugees and the host community including community meetings where possible; radio, posters and leaflets; videos, loudspeakers and information service centres. Messages are being endorsed by the Cox\u2019s Bazar Civil Surgeon, translated into the Rohingya language and Bangla, and are being developed in consultation with Rohingya people, including religious leaders, to ensure they are effective. We are reaching out to vulnerable older people directly and child-friendly messaging is also being used.<\/p>

The UK is repurposing programmes in agriculture, social protection and humanitarian assistance to tackle the factors driving COVID-19 induced food insecurity in developing countries. We are a major funder of existing multilateral programmes in these areas, including the Global Agriculture and Food Security Program. We have committed £15m to the World Food Programme\u2019s recent urgent appeals. The recent £7.5m contribution to the Food and Agriculture Organisation will help fight the locust plague in East Africa. DFID currently supports social protection and/or humanitarian cash transfer programmes in 35 countries, enabling the most vulnerable people - including those who work in the informal sector - to mitigate the economic impact of COVID-19.<\/p>
Beyond social protection, other DFID programmes are being adapted to support informal sector workers in response to COVID-19. For example, we are supporting the Kampala Capital City Authority with emergency provisions to assist the most vulnerable in the city, including providing shelter to vendors in the informal markets.<\/p>

In low- and low-middle income settings, DFID recognises the need for social distancing to be developed and implemented in a context-sensitive way within the wider range of disease control measures. This will both increase adherence (therefore slowing spread of the disease) and minimise negative secondary impacts of these measures.<\/p>
DFID is working with the World Health Organization and other international organisations, to build context-specific evidence on how social distancing measures can be of most overall benefit to low- and low-middle countries. This includes DFID funding research to model the impacts of disease control measures (including social distancing) on cases and deaths from COVID-19 in addition to indirect secondary impacts. This will help countries to make informed decisions on which interventions are likely to deliver the best outcomes for their populations.<\/p>
DFID is developing a strong, coordinated, monitoring, evaluation and learning system around COVID-19, which includes risks associated with the role of security actors. The cross government COVID-19 Conflict, Security and Governance Hub has been established to monitor, analyse and support action on risks related to the COVID-19 pandemic. This includes governments enforcing lock-downs using the security services, with potential for exacerbating underlying instabilities. The hub is setting up a system to monitor risks such as these as part of a wider cross-country monitoring system. Working on LGBT rights is essential to meet DFID\u2019s vision of a world where no one is left behind. This is central to the Global Goals and a secure and prosperous world. Organisations implementing LGBT initiatives are facing significant challenges as a result of COVID-19. DFID supports many programmes on access to services for all, including vulnerable and persecuted minorities, promotion and protection of rights and tackling stigma and discrimination. DFID has been in touch with HM Treasury to confirm that the £750 million support package is for UK-based charities focussing on the domestic response to COVID-19. However, civil society organisations (CSOs) are key partners for DFID in our response to COVID-19 and we have pledged new funding specifically for civil society, including UK-based CSOs, to support the response. This includes funding which will be allocated through the Rapid Response Facility, significant funding through the DFID Unilever COVID-19 Hygiene and Behaviour Change Coalition and £55 million allocated to the International Red Cross and Red Crescent Movement to protect and assist some of the people most vulnerable to COVID-19 and their impacts, such as those affected by armed conflict. In addition, International Non-Government Organisations will receive funding through multilateral organisations as downstream partners as part of the UK\u2019s response. As DFID\u2019s country network adapts programming to respond to COVID-19, country teams are considering how they can do this through partners, including through CSOs. For example, in Sudan and Nepal, preparedness and response plans will support both UN and CSO operations.<\/p>
We are working flexibly with existing civil society partners to respond to the pandemic, maintain delivery of essential programmes and manage the impacts on organisations and staff. Civil society organisations (CSOs) in the global south are key partners for DFID. Many of DFID\u2019s programmes support local CSOs in order to deliver humanitarian and development outcomes, including providing humanitarian support to tackle the spread and consequences of COVID-19. As DFID\u2019s programming adapts to respond to COVID-19, we are also considering what work needs to be adapted or paused as our partners are affected by the pandemic, either directly or in response to the risk.<\/p>
DFID\u2019s recent announcement of £200 million of funding to the global response, brings the total announced funding to £744 million to support the global efforts to combat the outbreak of the pandemic. This includes £20 million directly to CSOs to support them on humanitarian response, the majority of which will go through the Rapid Response Facility. It also includes £130 million for the UN agencies. CSOs based in the global south will be able to access some of this funding as downstream partners. We are encouraging the UN to channel the funding as quickly as possible, including to CSOs. Extra funding opportunities will also be available through DFID\u2019s new partnership with Unilever to support hygiene practices in developing countries.<\/p>
Much of DFID\u2019s work is delivered through our extensive country office network and we know CSOs play a key role in delivery of our COVID-19 response through our country programmes. We are reviewing our programme portfolio in light of the COVID-19 response which will enable us to identify existing activities which can already support the response and others which can be adapted or scaled up, such as our support to health systems and humanitarian crises.<\/p>

The UK has so far committed £744 million of aid to the global fight against COVID-19. Along with other donors we are supporting UN agencies, the Red Cross and NGOs to respond to COVID-19 in developing countries. This includes helping the world\u2019s poorest countries in a range of ways including accessing critical medical supplies. By supporting developing countries to properly respond to COVID-19, the UK is helping end the global pandemic sooner and prevent future waves of infection coming to the UK.<\/p>
As part of our overall package, up to £318 million will support finding a vaccine, new drugs, therapeutics and research and development for COVID-19.<\/p>
The UK government is also working with Unilever to fund a global hygiene programme, with £50 million of support from DFID, to urgently tackle the spread of COVID-19. It will reach up to a billion people worldwide, raising awareness and changing behaviour, to make sure people are washing their hands with soap regularly and disinfecting surfaces. The programme will also provide over 20 million hygiene products in the developing world, including in areas where there is little or no sanitation. Civil society organisations (CSOs) in the global south are key partners for DFID. Many of DFID\u2019s programmes support local CSOs in order to deliver humanitarian and development outcomes, including providing humanitarian support to tackle the spread and consequences of COVID-19. As DFID\u2019s country network adapts programming to respond to COVID-19, country teams are considering how they can do this through partners, including local CSOs.<\/p>
In addition to direct funding from DFID, there are funds available through our global multilateral support, with southern-based CSOs acting as delivery partners. A key funding avenue is the Country-Based Pooled Funds, to which DFID is a major donor. CSOs receive significant funding through these. COVID-19 allocations have been made through these funds, including in Myanmar, Afghanistan and Sudan so far.
