The Government expects certificates of compliance to be issued within a reasonable period of time. Legislation is already in place specifying the governance of ownership certificates and their use in support of planning applications. I want to ensure we can be proud of the next generation of homes we build. We know more needs to be done to protect consumers.<\/p>

We have announced our intention for a New Homes Ombudsman to be established and I am considering options for a shadow ombudsman. We will be bringing forward legislation to require developers to belong to a New Homes Ombudsman, which will treat home buyers fairly. We\u2019ll soon be consulting on the details of how this will work - to raise standards and ensure that problems encountered by consumers are resolved faster and more effectively.<\/p>

We will also establish the condition that housing developers must belong to a New Homes Ombudsman to participate in the new Help to Buy Scheme in England, post 2021. We are working to bring into force regulations on mandatory electrical safety checks in the private rented sector as soon as possible, subject to parliamentary approval and timetable. As outlined in the Government response to the consultation on Electrical Safety in the Private Rented Sector, published on 29 January 2019, we are working with industry to produce guidance for landlords setting out the skills and qualifications relevant to determining competence of those carrying out electrical inspections. We published the revised National Planning Policy Framework in 2018, setting out national planning policies for supporting high quality communications in England. These include that the planning policies and decisions of local planning authorities should support the expansion of electronic communications networks, such as 5G.<\/p>

We have also introduced a range of permitted development rights to support the delivery of mobile infrastructure, including legislating for higher masts in 2016, whilst also protecting local amenity.<\/p>

We hope that these measures will be used by industry, alongside proactive engagement with the planning system, to ensure delivery of 5G. All local planning authorities are expected to follow the strict tests set out in national planning policy and guidance, which includes steering development away from high risk flood areas. Where development in flood risk areas is considered, national planning policy is clear that it should be safe, resilient and not increase flood risk anywhere. We have taken steps to address design quality through the revised National Planning Policy Framework and are in the process of reviewing associated guidance. We have also hosted two National Design Conferences, each attended by around 400 representatives of the sector, and we have launched the Building Better, Building Beautiful Commission; to advise the Government on how to promote and increase the use of high-quality design for new build homes and neighbourhoods. The Commission will report back in December 2019.<\/p>
