In addition, through the Employers Engagement Fund, The Survivors Trust has been awarded funding in 2023/24 and 2024/25 to work with employers to raise awareness of domestic abuse, train their employees on how to identify, better understand and respond to domestic abuse disclosures in the workplace.

On 21st July the UK ratified the Istanbul Convention sending a strong message to women and girls across the UK, and around the world, that the Government is committed to tackling VAWG. The UK applied two reservations, including one on Article 59 which relates to support for migrant victims of domestic abuse.

The last annual progress report on ratification of the Convention confirmed that the UK’s position on Article 59 is “under review” pending the results and evaluation of the Support for Migrant Victims (SMV) Pilot Scheme. The Government will make a longer-term decision about the UK’s position on Article 59, and whether the reservation on that article should be maintained or withdrawn, in the light of the findings of the Support for Migrant Victims Scheme pilot and wider policy considerations. Therefore, we decided to apply a reservation on Article 59, which nine other countries have also done, to enable the UK to ratify as soon as possible.

The Government is committed to supporting all victims of domestic abuse, including migrant victims, regardless of immigration status. Therefore, in the interim, £1.4 million of funding has been allocated in 2022-23 to continue to fund support for migrant victims of domestic abuse.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4372", "label" : {"_value" : "Biography information for Amanda Solloway"} } , "answeringMemberConstituency" : {"_value" : "Derby North"} , "answeringMemberPrinted" : {"_value" : "Amanda Solloway"} , "dateOfAnswer" : {"_value" : "2022-09-06", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2022-09-06T15:50:24.53Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "1"} , "answeringDeptShortName" : {"_value" : "Home Office"} , "answeringDeptSortName" : {"_value" : "Home Office"} , "date" : {"_value" : "2022-09-02", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Council of Europe Convention on Preventing and Combating Violence against Women and Domestic Violence"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for the Home Department, with reference to the Written Ministerial Statement of 17 May 2022 on Ratification of the Istanbul Convention, HCWS34, whether her Department plans to introduce safeguards to protect migrant women from gender-based violence in the context of the decision to apply a reservation to Article 59 of that Convention.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4501", "label" : {"_value" : "Biography information for Gerald Jones"} } , "tablingMemberConstituency" : {"_value" : "Merthyr Tydfil and Rhymney"} , "tablingMemberPrinted" : [{"_value" : "Gerald Jones"} ], "uin" : "44996"} , {"_about" : "http://data.parliament.uk/resources/1490541", "AnsweringBody" : [{"_value" : "Home Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1490541/answer", "answerText" : {"_value" : "

On 21st July the UK ratified the Istanbul Convention, sending a strong message to women and girls across the UK, and around the world, that the Government is committed to tackling VAWG.

The Istanbul Convention is the gold standard for combating violence against women and girls (VAWG). The UK signed the Convention in 2012 and the Government has always remained committed to ratifying it as soon as possible. This commitment was reiterated in our Tackling VAWG Strategy, published last July.

Since signing the Convention in 2012, we have significantly strengthened the legislative framework and introduced a range of new measures, including new offences on domestic abuse, forced marriage and stalking; tools such as Domestic Violence, Stalking and FGM Protection Orders; and a range of guidance and support for professionals.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4372", "label" : {"_value" : "Biography information for Amanda Solloway"} } , "answeringMemberConstituency" : {"_value" : "Derby North"} , "answeringMemberPrinted" : {"_value" : "Amanda Solloway"} , "dateOfAnswer" : {"_value" : "2022-07-26", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2022-07-26T11:51:33.38Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "1"} , "answeringDeptShortName" : {"_value" : "Home Office"} , "answeringDeptSortName" : {"_value" : "Home Office"} , "date" : {"_value" : "2022-07-19", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Council of Europe Convention on Preventing and Combating Violence against Women and Domestic Violence"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for the Home Department, whether the Istanbul Convention will be ratified by 31 July 2022.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4048", "label" : {"_value" : "Biography information for Caroline Nokes"} } , "tablingMemberConstituency" : {"_value" : "Romsey and Southampton North"} , "tablingMemberPrinted" : [{"_value" : "Caroline Nokes"} ], "uin" : "39813"} , {"_about" : "http://data.parliament.uk/resources/1471876", "AnsweringBody" : [{"_value" : "Home Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1471876/answer", "answerText" : {"_value" : "

On 17 May 2022 the Home Secretary made a Written Ministerial Statement which confirmed that the UK is ready to proceed to ratification of the Istanbul Convention, and on the same day the Foreign Secretary laid the Convention as a Command Paper, alongside an Explanatory Memorandum, before Parliament. Under the provisions of the Constitutional Reform and Governance Act 2010, unless either House has by 29 June 2022 made a resolution that the Convention should not be ratified, we will proceed to ratify the Convention, and we aim to do so by the end of July 2022. The ratification will apply to all parts of the Convention, with the exception of two reservations which we are making, one of them on aspects of Article 44, concerning our ability to prosecute UK nationals and residents for crimes committed overseas when the act done was not an offence in the country where it was committed.

More detail on that reservation can be found in paragraphs 9.2-9.9 of the Explanatory Memorandum. The UK’s compliance with Article 44 (subject to the reservation) is enabled by domestic legislation, principally in the Domestic Abuse Act 2021, which applies to members of the UK’s armed forces as well as to other UK nationals and residents.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4668", "label" : {"_value" : "Biography information for Rachel Maclean"} } , "answeringMemberConstituency" : {"_value" : "Redditch"} , "answeringMemberPrinted" : {"_value" : "Rachel Maclean"} , "dateOfAnswer" : {"_value" : "2022-06-28", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2022-06-28T15:08:13.507Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "1"} , "answeringDeptShortName" : {"_value" : "Home Office"} , "answeringDeptSortName" : {"_value" : "Home Office"} , "date" : {"_value" : "2022-06-20", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Council of Europe Convention on Preventing and Combating Violence against Women and Domestic Violence"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for the Home Department, what discussions she has had with Cabinet colleagues on the Government's progress towards ratification of Article 44 of the Istanbul Convention in respect of serving members of the UK’s armed forces serving overseas in foreign sovereign states.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4006", "label" : {"_value" : "Biography information for Dr Matthew Offord"} } , "tablingMemberConstituency" : {"_value" : "Hendon"} , "tablingMemberPrinted" : [{"_value" : "Dr Matthew Offord"} ], "uin" : "21174"} , {"_about" : "http://data.parliament.uk/resources/1386428", "AnsweringBody" : [{"_value" : "Home Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1386428/answer", "answerText" : {"_value" : "
