Our priority for all the Overseas Territories that function with financial centres such as the British Virgin Islands has been for them to hold accurate and current beneficial ownership information on island in central registers or the equivalent, where they do not already do so, and to allow for UK law enforcement to access that information. The arrangement signed with the British Virgin Islands achieves this and represents a significant step forward in our ability to counter criminal activity and should be welcomed.<\/p>

As the Prime Minister, the Member for Witney (Mr Cameron) said in the House on 11 April, only about three countries in the world, including Britain, are implementing publically accessible central registers of company beneficial ownership information. Since President Sirisena came to power in January 2015, the Sri Lankan Government has made efforts to return some military occupied private land to civilians. The UK has welcomed this. However, as the CPA report sets out, much more remains to be done. In January 2016, during my second visit in a year to Sri Lanka, I raised land returns in my meetings with the Government and reaffirmed our readiness to help it implement its commitments on reconciliation. I also met resettled families in the north, seeing for myself the progress that has been made as well as the challenges that remain. The UK continues to play an active role in the UN Security Council in supporting the Government of National Accord (GNA) as the only legitimate government in Libya, endorsed unanimously by the UN Security Council Resolution 2259 (2015). That resolution, drafted by the UK, highlighted the importance of the Libyan State financial institutions, including the National Oil Corporation, the Central Bank of Libya, and the Libyan Investment Authority, continuing to function for the benefit of all Libyans, and stressed the need for the GNA to exercise sole and effective oversight over them as a matter of urgency.<\/p>
