The UK is still the largest donor to the South Sudan Health Pool Fund (HPF3), providing up to £175 million from 2018 to 2024. HPF3 supports more than 500 public health facilities across South Sudan, including 15 hospitals, and around 4,400 community health workers. In August, the FCDO, on behalf of HPF3 donors, signed a Memorandum of Understanding with the South Sudanese Government, setting out how we will transition responsibility for the provision of health services at seven state hospitals and Al-Saba Children's Hospital to the South Sudanese authorities by March 2023. The UK Government is fully supportive of their efforts in this regard. PoWs and civilian detainees are protected under International Humanitarian Law (IHL) and must be treated humanely. IHL grants the International Committee of the Red Cross access to visit PoWs and detainees to interview them without witnesses.
