The number of children in poverty has gone up by 700,000 since 2010, with over four million children now growing up in a low-income family. This not only harms children\u2019s lives now, but it also damages their future prospects, and holds back our economic potential as a country.<\/p>

<\/p>

My right hon. Friend, the Prime Minister therefore announced, on 17 July 2024, the appointment of my right hon. Friends, the Secretary of State for Work and Pensions and the Secretary of State for Education, as the joint leads of a new ministerial taskforce to begin work on a Child Poverty Strategy. The government is committed to delivering an ambitious strategy to reduce child poverty, to tackle the root causes, and give every child the best start at life.<\/p>

<\/p>

Tackling child poverty is at the heart of breaking down barriers to opportunity and improving the life chances for every child. For too many children, living in poverty robs them of the opportunity to learn and to prosper. Too many children, particularly from disadvantaged backgrounds, leave primary school with unresolved speech, language and communication needs that have a lasting impact on their life chances.<\/p>

<\/p>

To help tackle this now, the department will provide targeted support for teachers in early years settings and primary schools to support children with the development of speech, language and communication skills. More broadly, the department will work with teachers and curriculum experts to identify how oracy can be woven into lessons across the curriculum to support all children to succeed. Through this, the department aims to support teachers across the country to realise the benefits of using oracy to teach, by adding it to their repertoire and enabling more children and young people to flourish in life and work.<\/p>

<\/p>

Early language skills are vital to enable children to thrive in the early years and later in life, including for all aspects of later attainment in school. To support early language skills, the department is investing over £20 million in the Nuffield Early Language Intervention programme (NELI). NELI is an evidence-based programme targeting reception aged children needing extra support with their speech and language development and is proven to help them make four months of additional progress, which rises to seven months for those eligible for free school meals. Improving support for carers of all ages is a priority for this Government. That is why the Department for Education has provided over £2.7 million of funding to The Children's Society and Carers Trust over four years (2011-15) to work with local authorities and voluntary and community organisations to promote \u2018whole family' approaches to supporting young carers and identify and share existing good practice.<\/p>

The Department has also made significant changes to the law relating to young carers with effect from April 2015. Clause 96 of the Children and Families Act 2014 delivers four things:<\/p>

  1. It consolidates and simplifies the legislation relating to young carers' assessments, making rights and duties clearer to both young people and practitioners<\/li>
  2. It extends the right to an assessment of needs for support to all young carers under the age of 18 regardless of who they care for, what type of care they provide or how often they provide it<\/li>
  3. It makes it clear to local authorities that they must carry out an assessment of a young carer's needs for support on request or when the need becomes apparent<\/li>
  4. It provides the appropriate links between children's and adults' legislation to enable local authorities to align the assessment of a young carer with an assessment of the person they care for.<\/li><\/ol>

    These changes will work with provisions in the Care Bill that also support the combining of children's and adult's assessments, and the forthcoming regulations on a whole family approach to assessing and supporting adults. Together they will provide a clear legislative framework that will support local authorities to consider the needs of the whole family, deliver coordinated packages of support and protect children and young people from excessive or inappropriate caring roles.<\/p>

    In addition, we will develop regulations and statutory guidance that will build on existing best practice to support local implementation. We plan to issue draft versions for consultation in spring 2014 and final versions in October 2014; six months before the changes will take effect.
