Harmful gambling can cause a range of negative outcomes, including financial harms which can be lasting for individuals and those around them. While it is not possible to quantify the economic effects on individuals in society, legislation governing gambling and the requirements placed on operators by the independent regulator, the Gambling Commission, are intended to offer a wide range of protections for the population as a whole as well as more targeted interventions for those experiencing harm.<\/p>

Our wide-ranging Review of the Gambling Act 2005 aims to ensure that the protections in place to prevent harm are appropriate and effective for the digital age. As households and communities face rising energy prices over the winter, charities are seeing higher demand for their services while contending with the same price increases themselves.<\/p>

That is why the government announced the Energy Bill Relief Scheme, supporting all charities, public sector organisations and businesses with their energy costs this winter by offering an energy price guarantee for six months. This scheme will benefit charities and community groups across the country, including those operating in Newcastle.<\/p>

The Government consulted extensively on the future of Channel 4, and the views and evidence gathered from a wide range of stakeholders has informed the government\u2019s assessment of any potential impact of a change of ownership. The Government published its sale impact analysis<\/a> on 28 April.<\/p>

Channel 4 has done an excellent job in supporting the UK production sector and thereby delivering on one of its founding purposes. Forty years on, independent production in the UK is now booming, with revenues having grown from £500 million in 1995 to £3 billion in 2019. Companies are increasingly less reliant on Public Service Broadcasters (PSBs), including Channel 4 for commissions.<\/p>

Channel 4 still has an important part to play in supporting the sector and our wider creative economy. Channel 4 will still be required to commission a minimum volume of programming from independent producers, in line with the quotas placed on other PSBs.<\/p>

Channel 4 has strong relationships with independent producers right across the UK and there is no reason this should change. The Government expects a new owner to want to build on and develop those relationships.<\/p>

The Government believes that in the long run the UK production ecosystem will benefit from a more sustainable Channel 4. Ministers and officials have regular discussions with our European partners. Mobile roaming is a commercial decision for mobile operators as to whether they impose a surcharge on their consumers travelling abroad to the EU for their mobile phone usage.<\/p>

I welcome the recent decision by VirginMedia and O2 to keep roaming free, meaning UK citizens can still use their mobile data, calls and texts across Europe with no extra charges.<\/p>

The Impact Assessment published alongside the Government\u2019s consultation response for the 2019 and 2020 consultations on further restricting the advertising of food and drinks products high in fat, sugar or salt (HFSS) on TV and online estimates that advertisers, including manufacturers, retailers and out of home businesses will have lower returns of around £39m per year as a result of the restrictions.<\/p>

The restrictions will apply to all companies advertising to UK consumers, whether or not they are UK companies.<\/p>

The Government is cognisant of the revenue impacts to UK business, but we must act now to reduce the risks obesity presents to us all and act to protect our NHS. It is estimated that obesity-related conditions are currently costing the NHS £6.1 billion per year. The total costs to society of these conditions have been estimated at around £27 billion per year.<\/p>

The Information Commissioner\u2019s Office (ICO) is the UK\u2019s independent regulator for data protection and is responsible for providing advice and guidance on compliance with the UK\u2019s data protection laws.<\/p>

My Department and VisitEngland, the national tourist board, have taken a number of steps to improve accessibility within the tourism sector.<\/p>

VisitEngland has a dedicated web portal providing tailored business advice to tourism businesses, including guidance on how to welcome guests with different access needs.<\/p>

VisitEngland has also made sure that its promotional and marketing activities are inclusive. For example, its Escape the Everyday campaign worked in partnership with Channel 4 to launch the Mission: Accessible series, which highlights the perspective of visitors with access needs enjoying the tourism landscape.<\/p>

And at the Budget last year, the Chancellor announced a £30m Changing Places Fund to increase the provision of Changing Places toilets in public buildings, including leisure buildings and theme parks.<\/p>

The Digital Services Tax is a proportionate tax addressing widely held concerns with the tax paid by digital businesses. Pricing strategies reflect a range of factors and are a matter for businesses.<\/p>


<\/strong>It is for the Competition and Markets Authority (CMA), as the UK\u2019s independent competition authority, to investigate specific markets and the behaviour of specific companies. The CMA\u2019s recent market study found that Google and Facebook have market power in search, social media and online advertising markets. In response, on 27 November 2020, the Government announced it is establishing a new pro-competition regime for digital markets, housed in the CMA.
