Since April 2016, Arts Council England (ACE) has invested more than £85,470,000 in theatre in the Midlands, including regular funding to their National Portfolio Organisations, National Lottery Grants for the Arts and Project Grants and Strategic funding. From the Royal Shakespeare Company in Stratford, to the National Student Drama Festival in Leicester, ACE support a diverse range of work which has international appeal, is accessible to audiences of all ages and backgrounds, and plays a key role as part of England\u2019s vibrant arts and cultural ecology.<\/p>

Between June 2016 and March 2018, Arts Council invested £2,737,902 in Strategic Touring in the Midlands region. The music industry is a major success story for the UK and the government recognises the importance of the continued mobility of talented individuals and groups to support cultural and creative cooperation and the continued growth of the sector.<\/p>

Recognising the depth of the UK-EU relationship, the UK is seeking reciprocal mobility arrangements with the EU in a defined number of areas, for example to allow business professionals to provide services, or tourists to continue to travel visa-free. The Government published its Future Telecoms Infrastructure Review (FTIR) in July 2018, setting out its strategy for delivering its target for a nationwide full fibre broadband network by 2033. On 29 October, DCMS published two of the consultations promised in the FTIR, on new legislation to reform existing access agreement arrangements to provide a right of entry for communication providers in cases of absentee landlords, and to ensure full fibre connections to new build developments. At Budget, the Government also announced £200m from the National Productivity Investment Fund (NPIF) to further support the deployment of full fibre to the commercially most difficult to reach premises. In its October Connected Nations report, Ofcom confirmed that full fibre coverage had reached 1.4 million premises in May 2018, up from less than 900,000 premises in May 2017. The Communications Act 2003 already requires broadcasters to ensure that they provide access services on linear TV. These are audio description, subtitling, and sign language services. Ofcom are responsible for administering the Code on Television Access Services which sets out what proportion of programming must have access services. The Digital Economy Act 2017 made provision for regulations to ensure that there are also access services for video on demand players. The capacity of broadcasters to meet their access service obligations is for Ofcom to assess. Ofcom\u2019s Code requires broadcasters to achieve the highest level of provision that they can afford. Broadcasters are free to over deliver on access services, and Ofcom research shows that many do. The BBC, ITV, Channel 4 and Sky voluntarily commit to providing at least 20% of their programming with audio description, which is double their statutory obligation.<\/p>
