The Government is firmly committed to making the UK the safest place in the world to be online and the end of the transition period will not affect this. Regulations transposing the revised Audiovisual Media Services Directive (AVMS Directive) came into force on the 1st of November 2020 and require UK-established video sharing platforms (VSPs) to have systems and processes in place to protect the public, including minors, from illegal and harmful material. Ofcom has the power to take enforcement action against UK-established VSPs which do not take adequate appropriate measures, or which do not implement the measures adequately, in order to protect UK users.<\/p>

VSPs established in the European Economic Area will not be regulated by Ofcom and will be regulated by the Member State that they are established in. As the regulation under this VSP regime is systems regulation and not content regulation, we expect platforms based outside of the UK to set up and invest in systems in order to comply with the AVMS Directive. It is anticipated that these same systems will also be introduced for their UK subsidiaries particularly in anticipation of the incoming online harms regime. Regulation provided by other EU Member States will therefore be effective and robust enough to provide protection to UK users until such time as the online harms regime is in place.<\/p>

As the AVMS Directive aligns well with the Government\u2019s plans to tackle online harms, the VSP regime will be repealed and superseded by the online harms regulatory framework, once it comes into force. We will publish the Full Government Response to the Online Harms White Paper consultation later this year, which will contain more detailed proposals on online harms regulation.<\/p>

As the Government has transposed all relevant legislation, there will not be any gaps in online harms protection at the end of the transition period. The government is also working at pace to deliver online harms legislation next year, which will introduce comprehensive protections for young people.<\/p>

The Government transposed the revised Audiovisual Media Services Directive into domestic law on the 30th September and the Regulations came into force on the 1st of November 2020. UK-established video sharing platforms are required to take appropriate measures to protect minors from content which may impair their physical, mental or moral development, and all users from illegal content.<\/p>

The AVMS Directive aligns well with the Government\u2019s plans to tackle online harms, in particular in its requirements on UK-established video sharing platforms to have systems in place to protect users, especially minors. It should be noted that the video sharing platform regime will be repealed and will be superseded by the online harms regulatory framework, once it comes into force.<\/p>

The Government is firmly committed to making the UK the safest place to be online and is working at pace to introduce this legislation. We will publish the Full Government Response to the Online Harms White Paper consultation later this year, which will contain more detailed proposals on online harms regulation and will be released alongside interim voluntary codes on tackling online terrorist and child sexual exploitation and abuse content and activity. Periods should never be a taboo subject. Women and girls should feel comfortable discussing their menstrual cycle, and how it affects their attitude to sport and their sporting performance.<\/p>

We are determined to encourage more women and girls to get active and break down the barriers that prevent them from doing so, something we set out in our sport strategy Sporting Future. Sport England\u2019s This Girl Can campaign was created to get more women active regardless of shape, size and ability, and aims to tackle head on the social barriers that can prevent women from feeling like they can join in. The latest phase of the campaign, launched earlier this year, addressed periods, showing a tampon string towards the end of the advert. The reaction to this in the press and in online discussion was overwhelmingly positive with a recognition that it shows the truth of women\u2019s lives.<\/p>

Sport England are also supporting the government taskforce to tackle period poverty, primarily around actions to tackle the stigma relating to women in sport, and particularly their impact on teenage participation in physical activity in schools.<\/p>

In addition, we welcome the work that the English Institute of Sport is doing through their SMARTHer campaign to open up conversations amongst athletes, coaches and staff in high performance sport around athletes\u2019 menstrual cycles in order to improve support.<\/p>

Sports and physical activity are incredibly important for our physical and mental health, and are a vital weapon against coronavirus. That\u2019s why we made sure that people could exercise at least once a day even during the height of the first period of enhanced national restrictions and why we opened up grassroots sport and leisure facilities as soon as it was safe to do so.<\/p>

As the Prime Minister said on 23 November national restrictions will end on Wednesday 2 December, and gyms and sport facilities including swimming pools will reopen across all tiers. Under Tier 3, gyms and sports facilities will be open for individual exercise and exercise in single households or support bubbles only. Indoor group activities and exercise classes should not take place. You can continue to do unlimited exercise alone, or in an outdoor public place in groups up to 6.<\/p>

There are exceptions, however, which can take place in any number for disability sport, sports as part of the curriculum in education and supervised sport and physical activity for under-18s (including those who were under 18 on 31 August 2020).<\/p>

Government has published overarching guidance for grassroots sport but doesn\u2019t publish guidance for individual sports. It is for the National Governing Body of the sport to consider the steps that would need to be taken, and the conditions that would need to be met, for their activity to resume. The National Governing Body should also publish relevant guidance.<\/p>

Government recognises the significant impact of Covid-19 on young people, particularly the most vulnerable, and on the youth services that support them. A £16.5m Youth Covid-19 Support Fund has been announced which will protect the immediate future of grassroots and national youth organisations across the country.<\/p>

This funding will be allocated from the Government\u2019s unprecedented £750 million package of support which is benefiting tens of thousands of frontline charities, so they can continue their vital work. More than £60 million of this package has already been provided to organisations working with vulnerable children and young people.<\/p>

The Youth Investment Fund remains a manifesto commitment for transformative levelling up across the country over the course of the parliament. In the recently announced Spending Review, £30m of this was committed as capital investment for 2021-22. This will provide a transformational investment in new and refurbished safe spaces for young people, so they can access support youth workers, and positive activities out of school, including sport and culture. The Government remains committed to delivering nationwide gigabit connectivity as soon as possible. Our programme for gigabit-capable broadband has made dramatic progress. More than a third of UK premises now have access to gigabit-capable connections, up from nine per cent when the government took office in July 2019. By next year, more than half of all premises will have access. We are working with industry to target a minimum of 85% gigabit-capable coverage by 2025 but will seek to accelerate rollout further to get as close to 100% as possible.<\/p>

We remain committed to investing £5bn in bringing gigabit coverage to the hardest to reach areas and will continue to work with suppliers to accelerate this investment.<\/p>

The Government remains committed to delivering nationwide gigabit connectivity as soon as possible. Our programme for gigabit-capable broadband has made dramatic progress. More than a third of UK premises now have access to gigabit-capable connections, up from nine per cent when the government took office in July 2019. By next year, more than half of all premises will have access. We are working with industry to target a minimum of 85% gigabit-capable coverage by 2025 but will seek to accelerate rollout further to get as close to 100% as possible.<\/p>

We remain committed to investing £5bn in bringing gigabit coverage to the hardest to reach areas and will continue to work with suppliers to accelerate this investment.<\/p>

Sports and physical activity are incredibly important for our physical and mental health, and are a vital weapon against coronavirus. That\u2019s why we made sure that people could exercise at least once a day even during the height of the first period of enhanced national restrictions and why we opened up grassroots sport and leisure facilities as soon as it was safe to do so.<\/p>

Organised outdoor sport is exempt from legal gathering limits across all levels. This means that organised outdoor team sport and outdoor exercise classes, as well as outdoor licensed physical activity, can happen with any number of participants, as long as undertaken in line with published COVID-secure guidance. This includes fishing clubs located on private land.<\/p>
