Strict rules already ensure gambling adverts are not targeted at, or appeal to, children, or exploit the vulnerable, and these apply across all media, including online and on social media.<\/p>

<\/p>

Gambling operators are required to comply with the advertising codes of practice issued by the Committees of Advertising Practice (CAP). These are enforced by the Advertising Standards Authority (ASA). In addition to rules covering children, the advertising codes have specific provisions to protect vulnerable people, and CAP\u2019s new guidance in February further restricted adverts that create an inappropriate sense of urgency or give an irresponsible perception of risk or control.<\/p>

<\/p>

Gambling adverts must not feature content that risks appealing to children, for example cartoon animals. Last year the Gambling Commission and ASA acted quickly to make clear that operators using such images were in breach of advertising rules and must remove the material or face enforcement action. In addition to rules on content, the ASA has made clear that operators advertising online must use data on customers\u2019 interests to target marketing campaigns away from children.<\/p>

The Department encourages local authorities to consider a range of approaches to support and enhance the delivery of their library services, such as making appropriate use of available technology. A number of library services are using technology to enable access for library users to library buildings outside staffed hours on a self service basis. The systems often include controlled access technology involving CCTV and communication systems. Good practice guidance, from the Libraries Taskforce, encourages library services to undertake a risk assessment before implementing such a service and also advises that it is important that staffed hours meet the requirements of children and young adults who wish to visit the library unaccompanied. Ministers and officials have regular meetings and discussions with mobile network operators on a range of issues, including safeguarding children. Details of ministerial meetings are published quarterly on the Gov.uk website.<\/p>

Mobile Network Operators (MNOs) provide a filter to restrict access to content that is unsuitable for customers under the age of 18. This has been the practice since the trade association, Mobile UK, first published a UK code of practice in 2004. The MNOs set these filters in accordance with a framework developed by the British Board of Film Classification.<\/p>

Through the Digital Economy Act (2017), we are introducing the requirement for commercial providers of online pornography to have robust age verification controls in place to prevent under 18s accessing pornographic material. There are strict controls on the content of all gambling advertisements, including broadcast adverts. Gambling operators who advertise in the UK must comply with the advertising codes, which aim to ensure gambling advertising does not appeal particularly to children or young people or exploit vulnerable people.<\/p>

We considered advertising as part of our Review of Gaming Machines and Social Responsibility and our response set out a package of measures to strengthen protections further. DCMS requested advice from the Gambling Commission on potential reforms to society lotteries following the publication of the Select Committee\u2019s report in March 2015. The Gambling Commission were asked to make recommendations considering three high level objectives:<\/p>

<\/p>

  1. The regulatory framework for society lotteries should not be overly burdensome and new entrants should not face unnecessary barriers;<\/li><\/ol>

    <\/p>

    1. Public trust and confidence in society lotteries and the good causes with which they are associated should be maintained;<\/li><\/ol>

      <\/p>

      1. Reform should not jeopardise the position of the National Lottery and its returns to good causes.<\/li><\/ol>

        <\/p>

        This advice was published in June 2018 alongside the consultation on society lotteries which closed on 7 September 2018.<\/p>

        <\/p>

        Evidence from the Gambling Commission suggests that to date society lottery sales have not significantly impacted the National Lottery. Any changes must maintain this balance, enabling society lotteries to grow without detriment to the National Lottery.<\/p>

        <\/p>

        The consultation received over 1,600 responses and my officials are now in the process of considering the range of views that were submitted, including evidence about the potential impact on the National Lottery.         Government, through Sport England, is investing over a billion pounds over the next four years to support grassroots sport. The Football Foundation is an organisation investing £60m each year into improving the country's grassroots football and sports infrastructure with money provided by its funding partners: the Premier League, The FA and the Government (via Sport England).<\/p>

        We published the Review of Gambling Machines and Social Responsibility Measures in May 2018. This set out decisive action to protect those vulnerable to harm by cutting the maximum stake on B2 machine from £100 to £2, along with measures to strengthen protections around online gambling and gambling advertising. These include action by the Gambling Commission to improve age-verification controls online and introduce tougher sanctions for breaches of advertising codes. A multi-million pound safer gambling advertising campaign will launch this year, aimed at raising awareness of the risks around gambling and signposting to help.<\/p>

        Licensing of society lotteries is the responsibility of the Gambling Commission. Their most recent figures from March 2017 show there are 319 lotteries that hold two licences. One licence is required to sell by remote channels (such as online or over the telephone) and a separate licence is required to sell by non-remote channels (in person).<\/p>

        There are three charities that hold multiple licences. These are Macmillan, Royal British Legion and Age UK.<\/p>

        Some societies also come together under a common umbrella brand, managed by licensed External Lottery Managers.
