The Government recognises that the COVID-19 pandemic has caused a fundamental change in working patterns and that this could have long-term effects on commuter behaviour. To support a green recovery and new working patterns, the Department is working with industry to explore already available options for flexible commuters, such as carnets, and what steps could be taken quickly to make these as useful and convenient for passengers as possible.<\/p>

The Driver and Vehicle Standards Agency\u2019s priority throughout the coronavirus outbreak has been to protect the public and save lives. That remains its priority as it restarts its services.<\/p>

The DVSA has been in constant dialogue with the Trade Unions throughout the Covid-19 pandemic and continues to engage and consult on its start up plans. All of the DVSA\u2019s revised Standard Operating Procedures and Risk Assessments have been shared with and cleared by the Trade Unions.<\/p>

The DVSA has consulted with Public Health England and the Health and Safety Executive and has released an updated version of its standard operating procedure and risk assessments to driving examiners, which contains social distancing measures and safety precautions, to ensure the safe restart of driving tests. The DVSA is currently engaging with Scottish and Welsh Governments to ensure it engages with Health advisors before services are resumed in both.<\/p>

The Department\u2019s review of the safety of Smart Motorways across England, published in March 2020, showed that overall, the evidence shows that in most ways, smart motorways are as safe as, or safer than, the conventional ones. But not in every way. To ensure we are doing all we can do to improve safety, a package of 18 measures were published in March. This will allow us to retain the benefits of smart motorways while addressing the concerns that have been identified.<\/p>

The full business case for High Speed 2 Phase One \u2018Moving Britain Ahead\u2019 was published in April 2020. This sets out the latest assessment of the economic impacts of HS2.<\/p>

Previous analysis suggested that around 18% of the overall transport user benefits will be distributed to passengers from the North West with the full HS2 network in place (HS2 Ltd\u2019s \u2018Economic case advice for the DfT\u2019 publication in 2017).<\/p>

Passengers from Manchester and across the North West will benefit from improved connectivity and reduced journeys times to and within the North. Better connectivity promotes wider economic growth and potential gains from regeneration and local growth strategies supporting the levelling up of the UK economy.<\/p>

I have held a series of regional roundtables with political and business leaders, including those from the North West, <\/strong>inviting them to set out their priorities for rail in their areas. There have been no changes to consumer law, and airlines are expected to abide by this and honour consumer rights. We have been clear with industry that when consumers are entitled to a refund and ask for one, refunds must be paid in a timely manner, and the process should not be unduly difficult for consumers.<\/p>

My department is working to consider the impacts of COVID-19 on the ATOL Scheme, proposals for vouchers, and the payment of refunds for cancelled holidays and flights. We are working to reach a position on this issue that balances the need to protect consumer rights whilst recognising the continuing pressure on industry.<\/p>

The Civil Aviation Authority are responsible for enforcing European Regulation 261/2004. My department works closely with the Civil Aviation Authority and has regular discussions with them about the range of issues that have arisen from the COVID-19 crisis \u2013 including issues relating to enforcement action in respect of refund payments.<\/p>

<\/p>

On 1 July 2020 the Civil Aviation Authority provided an update on its website about its review into the refund policies of airlines during the coronavirus pandemic. They are reviewing the refund policies of all UK airlines, as well as a number of international airlines that operate flights to and from the UK. The review is considering how airlines are handling refunds for flight-only bookings during the COVID-19 pandemic.<\/p>

There have been no changes to consumer law, and airlines are expected to abide by this and honour consumer rights. We have been clear with industry that when consumers are entitled to a refund and ask for one, refunds must be paid in a timely manner, and the process should not be unduly difficult for consumers.<\/p>

My department is working to consider the impacts of COVID-19 on the ATOL Scheme, proposals for vouchers, and the payment of refunds for cancelled holidays and flights. We are working to reach a position on this issue that balances the need to protect consumer rights whilst recognising the continuing pressure on industry.<\/p>

The Civil Aviation Authority are responsible for enforcing European Regulation 261/2004. My department works closely with the Civil Aviation Authority and has regular discussions with them about the range of issues that have arisen from the COVID-19 crisis \u2013 including issues relating to enforcement action in respect of refund payments.<\/p>

On 1 July 2020 the Civil Aviation Authority provided an update on its website about its review into the refund policies of airlines during the coronavirus pandemic. They are reviewing the refund policies of all UK airlines, as well as a number of international airlines that operate flights to and from the UK. The review is considering how airlines are handling refunds for flight-only bookings during the COVID-19 pandemic.<\/p>
