As part of the exhaust emissions approval process vehicle manufacturers are obliged to undertake in-use emissions testing. The Vehicle Certification Agency’s (VCA) emissions testing is conducted to the requirements set out in the relevant type approval legislation. The Government has been pressing for action at an EU-level to improve emissions tests and we have already secured a tough new Real Driving Emissions test. From next year, vehicles will have to meet emissions limits in real driving conditions across a wide range of typical operating conditions.

The Secretary of State has met with the Chief Executive of Volkswagen UK to press that the technical fixes are completed as quickly as possible for UK consumers. The VCA is working closely with the VW group and other approval authorities to evaluate the proposed technical solutions. They are carrying out tests to ensure that after the fix is applied the vehicles meet all the legal requirements including emissions, and that other vehicle characteristics are unchanged, including fuel consumption and engine noise.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/3996", "label" : {"_value" : "Biography information for Andrew Jones"} } , "answeringMemberConstituency" : {"_value" : "Harrogate and Knaresborough"} , "answeringMemberPrinted" : {"_value" : "Andrew Jones"} , "dateOfAnswer" : {"_value" : "2016-04-25", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2016-04-25T13:29:58.21Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "27"} , "answeringDeptShortName" : {"_value" : "Transport"} , "answeringDeptSortName" : {"_value" : "Transport"} , "date" : {"_value" : "2016-04-20", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Motor Vehicles: Exhaust Emissions"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Transport, what recent changes there have been to Vehicle Certification Agency emissions testing; and what recent discussions he has had with Volkswagen on progress on fixing all defeat devices.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/301", "label" : {"_value" : "Biography information for Richard Burden"} } , "tablingMemberConstituency" : {"_value" : "Birmingham, Northfield"} , "tablingMemberPrinted" : [{"_value" : "Richard Burden"} ], "uin" : "34806"} , {"_about" : "http://data.parliament.uk/resources/470539", "AnsweringBody" : [{"_value" : "Department for Transport"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/470539/answer", "answerText" : {"_value" : "

The Go Ultra Low campaign, which we run in conjunction with eight major vehicle manufacturers and that is intended to explain the benefits of ultra low emission vehicles to fleet and consumer audiences, is subject to a programme of ongoing evaluation. We survey the campaign’s audiences at key campaign milestones to test its performance. To date, Go Ultra Low has exceeded government and industry campaign benchmarks on key measures. Of those surveyed who recalled seeing campaign activity, 71% have taken action as a result of having seen our advert, and the campaign’s website is now averaging 51,000 visitors a month following a four-fold increase in 2015 compared to 2014. The Go Ultra Low campaign is an important part of the UK’s programme to support the uptake of ultra low emission vehicles, leading to market growth of 94% in 2015.

Emissions type approval of new vehicles in the UK is carried out at commercially operated laboratories. There are five of these, as well as approved laboratories at manufacturers’ premises. The Vehicle Certification Agency (VCA) manages the approval testing of vehicles in the UK.

Additional testing which is currently being undertaken on the road uses portable emission measurement systems (PEMS). The VCA owns two PEMS kits and can hire three additional PEMS kits from the commercial laboratories.

I would also refer the Hon Member to my answer of 20 January 2016, UIN 22742 (http://www.parliament.uk/business/publications/written-questions-answers-statements/written-questions-answers/?page=1&max=20&questiontype=AllQuestions&house=commons%2clords&uin=22742) for the Driver and Vehicle Standards Agency, which tabled the number of MOT in service emission tests conducted in the last 10 years. The models subject to this test would cover every manufacturers model range subject to the MOT test during this period.

The Department for Transport does not hold information on work carried out by other testing authorities.

Action taken by the Vehicle Certification Agency is below;

In the last 10 years, two models failed the tests. They were:

  • Mitsubishi Carisma Petrol Euro III (2005/2006 test)

  • BMW Mini One D (2008/2009 test)

    In-service testing requires a minimum of three tests in order to achieve meaningful statistical results, although up to 20 vehicles may need to be tested. Where a fail decision is reached the series production is deemed to have failed, and the Approval Authority for the vehicle should be contacted to inform them of the test result.

    In the Case of BMW Mini the KBA (German approval authority) were informed to enable them to take action. In the case of the Mitsubishi the manufacturer was contacted directly and a number of anomalies were found with the test vehicle that could account for the failed result. In this case, the approval authority was again the KBA. Following further discussion with the manufacturer, no further action was taken.

    The Driver and Vehicle Standards Agency has not taken any action against any vehicle manufacturer as a result of in service emission testing during the past 10 years.

    Overall from 2005/06 to 2010/11, 227 individual tests were completed (76 Petrol, 151 Diesel) and 87 vehicles failed to achieve a pass for all pollutants (14 Petrol, 73 Diesel).However, it should be noted that the pass / fail criteria involved a statistical process looking at the average of the vehicle tests carried out. This generally involved a minimum of 3 tests, but any individual failures resulted in more vehicles being tested. Using this process, there were 2 Model Failures (1 Petrol and 1 Diesel).

    Following the work in 2010-2011, the focus of the VCA’s emissions testing changed to consider aftermarket alteration of vehicles, both light and heavy duty.
