The Department is still considering the scope and procurement process for grants to support the implementation of the Tobacco Control Plan. Snus is classed as an oral tobacco product. Snus was banned in the United Kingdom under The Tobacco for Oral Use (Safety) Regulations 1992, which implemented EU Directive 92/41. This ban has been confirmed by subsequent regulations, most recently by EU Tobacco Products Directive 14/40, which has been transposed into UK law. The annual pay award for the delegated grades is subject to HM Treasury Civil Service Pay Guidance. The annual pay arrangements for the senior civil service are based on the outcomes of the Senior Salaries Review Body Report and the Government\u2019s response to its recommendations. The arrangements are applied centrally by Cabinet Office. Both groups of staff are covered by the public sector pay policy of average annual awards of 1%. During the three years, the Department implemented pay awards for each group of staff as follows:<\/p>

Awards for delegated grades for each of the three years were based on 1% of the median salary in each pay grade. This had the effect of applying a slightly higher pay award to those whose salary was below the median compared to those whose salary was above the median, of their respective grade. Overall, an average award of 1% was applied to this group of staff, in each year.<\/p>

For each of the three years, pay awards for senior civil servants were based on an individual\u2019s position in range, with the establishment of break points in each pay band. A higher award was applied to those whose salary was below the respective break point of their pay band. For 2017/2018 no award was applied to those whose salary exceeded the respective break point. The Department is committed to ensuring that the treatment, representation and opportunities of Black, Asian, and minority ethnic (BAME) staff in the workplace match the values and principles that the National Health Service represents; a fair and equitable NHS for all.<\/p>

The Department has implemented a number of initiatives to help promote equality and inclusion for NHS staff.<\/p>

The Workforce Race Equality Standard was mandated to the NHS in April 2015. It requires NHS provider organisations to demonstrate progress against a number of indicators of workforce equality, including how representative each organisation\u2019s leadership is of its workforce as a whole.<\/p>

The NHS Leadership Academy (NHS LA) runs two positive action programmes, \u201cReady Now\u201d and \u201cStepping Up\u201d, for health and care BAME staff. Proposals to enable a significant expansion in the size of each programme are currently being considered.<\/p>

The NHS LA is also developing the Building Leadership for Inclusion Programme. This Programme will focus on unlocking leadership potential by ensuring the voices of those employees who are most negatively affected by exclusive leadership practices and organisational cultures shape leadership development interventions.<\/p>

As at March 2017, 42% of doctors employed in NHS trusts and clinical commissioning groups , whose stated nationality was recorded, are BAME. The figure for nurses is 21%. This compares with a figure of 14% across the general population of England and Wales, based on ONS\u2019s most recent 2011 Census figures1.<\/p>

The Government has announced a historic expansion of medical school places in England, with an increase of 1,500 medical school places in England. The first 500 places have already been allocated and will be available to students in September 2018.<\/p>

The Government response to the recent consultation was published on 9 August 2017, confirming that 1,000 additional medical school places would be available to medical schools in England via a competitive bidding process to be managed jointly by the Higher Education Funding Council for England (HEFCE) and Health Education England (HEE).<\/p>

It also set out the priority areas bidding criteria would need to focus that include aligning the expansion to local National Health Service workforce need with an emphasis on priority geographical areas, including rural and coastal areas.<\/p>

The Framework Convention on Tobacco Control (FCTC) 2030 project has entered its second operational year and the Department has spent £3,955,369 to date.<\/p>

The Framework Convention on Tobacco Control (FCTC) 2030 project has entered its second operational year and the Department has spent £3,955,369 to date.<\/p>

In 2016, for the FCTC 2030 project, the Department spent £124,298 on a staff secondment to the World Health Organization and paid a £870,000 grant to the World Health Organization.
