The British Government continues to support the MH17 Joint Investigation Team whose extensive investigations have enabled the Dutch Public Prosecutor to commence criminal proceedings. We have made a financial contribution to the establishment of the Dutch court that will conduct the trial, which starts in March. The British High Commission in New Delhi and our network of Deputy High Commissions across India are following reports on the protests against the Citizenship Amendment Act (CAA) and the National Register of Citizens, as well as the Government of India\u2019s response. We raise our concerns with the Government of India where appropriate. Lord Ahmad of Wimbledon discussed the Government of India\u2019s intent with the CAA, and public response to the legislation, with India\u2019s Minister of State for External Affairs on 19 December 2019. The British High Commissioner in New Delhi also raised this issue with the Indian Government on 6 January.<\/p>

India has a proud history of inclusive government and religious tolerance. Post-election, Prime Minister Modi promised to continue this under the guiding principles of \u201ctogether with all, development for all, trust of all\u201d. We trust the Government of India will provide reassurances to its citizens who are expressing concern about the impact this legislation may have. In the Budapest Memorandum, in return for Ukraine giving up its nuclear weapons, Russia joined the United Kingdom and the United States in reaffirming their obligation to "refrain from the threat or use of force against the territorial integrity or political independence of Ukraine, and that none of their weapons will ever be used against Ukraine except in self-defence or otherwise in accordance with the Charter of the United Nations." Russia is in clear breach of those commitments as well as a number of other international obligations and commitments, including under the UN Charter and the OSCE Helsinki Final Act.<\/p>

The United Kingdom remains willing to engage on the basis of the Budapest Memorandum and in March 2014 the then Foreign Secretary took part in a Budapest format ministerial meeting. Russia refused to take part in that meeting, and has continued to refuse to engage despite the Budapest Memorandum committing them to such talks.<\/p>

We remain strong and active supporters of Ukraine's sovereignty and territorial integrity. This includes building the resilience and capacity of the Ukrainian armed forces through Operation Orbital, and playing a leading role in maintaining sanctions against Russia.<\/p>

The Foreign Secretary has set out our concerns about the situation in Hong Kong directly with both the Hong Kong Chief Executive, Carrie Lam and to the Chinese Foreign Minister, State Councillor Wang Yi. We remain concerned at the risk of Daesh resurgence in parts of Syria and Iraq. We have been clear that, despite their loss of territory, Daesh still pose a threat to the security of both countries, and the region. For this reason we continue to work with the Global Coalition and our partners to tackle Daesh in Syria and Iraq and to prevent Daesh fighters from travelling from there to other countries.
