The Malaysian government is fully aware of our position on capital punishment and we continue to raise this issue at the highest levels.<\/p>
We warmly welcome the Malaysian Cabinet\u2019s announcement in October 2018 to abolish the death penalty. We hope the necessary legislation is introduced in the Malaysian Parliament as soon as possible.<\/p>
The Foreign Secretary discussed our support for human rights reforms in Malaysia, including on the death penalty with his counterpart, Foreign Minister Saifuddin Abdullah, during his visit to Kuala Lumpur 3-4 January.<\/p>
The Minister for Asia and the Pacific encouraged early progress on the abolition of the death penalty with the Malaysian authorities during his visit to Malaysia in October 2018.<\/p>

Since President Barrow's Government came into power in early 2017 the UK has welcomed and supported the increased focus on respect for human rights, including the steps taken towards abolishing the death penalty. In September 2017 The Gambian Government signed the Second Optional Protocol to the International Covenant on Civil & Political Rights, aiming at the abolition of the death penalty. This has resulted in a moratorium on the death penalty in The Gambia.<\/p>
It is the long-standing policy of the UK to oppose the death penalty in all circumstances as a matter of principle. We consider its use undermines human dignity, that there is no conclusive evidence of its deterrent value, and that any miscarriage of justice leading to its imposition is irreversible and irreparable. As host of the 2018 Commonwealth Heads of Government Meeting in April, we ensured that equality issues were raised throughout the week, including at Head of Government and Foreign Minister Level. In her speech to Commonwealth Forums, the Prime Minister expressed regret that discriminatory legislation continues to affect the lives of people across the Commonwealth, criminalising same-sex relations and failing to protect women and girls. The Prime Minister was clear that the UK stands ready to support any Commonwealth member wanting to reform outdated legislation that makes such discrimination possible. We have since announced a £5.6m programme working with civil society organisations to support those countries who might wish to reform discriminatory legislation. There has been significant progress on human rights in Afghanistan since 2001, particularly on women\u2019s rights, freedom of speech and access to education. However, these gains are fragile and the overall human rights picture remains poor. The insurgency continues to be the biggest threat to human rights in Afghanistan, leading to a high number of civilian casualties and affecting access to education and health; and freedom of movement. In particular, there remain obstacles for women. The promotion of human rights in Afghanistan continues to be a priority for the UK. The situation in South Sudan is appalling. Conflict has killed thousands and forced over 4 million to flee their homes. It has created a humanitarian catastrophe, food insecurity is at its worst in South Sudan's seven year history. An estimated 7 million people will need humanitarian assistance this year.<\/p>
Only political stability can end the humanitarian crisis. We welcome the resumption of the High Level Revitalisation Forum (HLRF) talks on 17 May. However, we are disappointed that the Cessation of Hostilities Agreement (COHA) signed by all parties in December has not held, and that the HLRF has so far failed to generate serious commitments from the parties to compromise.<\/p>
We strongly condemn ongoing violations of the COHA, and urge the Intergovernmental Authority on Development (IGAD) to take immediate action to ensure that those who undermine the peace process face consequences for their actions, to leave the parties in no doubt about the region's commitment to peace.<\/p>
