The UK welcomes commitments by the new civilian government to improve human rights but significant issues remain. Sudan remains a priority country in the UK Annual Human Rights Report with promotion of human rights a key aspect of our engagement with Sudan. There are recent signs of progress on Freedom of Religion or Belief, including institutions observing Christian holidays and Christians being able to attend church services on Sundays. However, we remain concerned by ongoing issues and abuses which I raised with the Sudanese Ambassador on 28 January.<\/p>

Reforms of the security sector in Sudan were enshrined in the Constitutional Declaration of 17 August 2019. Our Embassy in Khartoum is monitoring developments. Reforms will take time but will form an important part of Sudan's transition to democracy and support of human rights. Progress since the appointment of the civilian-led government includes the disbanding of the operational arm of the General Intelligence Service (formally National Intelligence and Security Services) and reorganisation of the top-level command structures of the Sudanese Armed Forces.<\/p>

We are concerned by reports of political detainees, have called for their release, and for all detainees to be treated in accordance with international standards. \u200bThe Troika countries (UK, US and Norway) are engaging with the Transitional Military Council (TMC) and Forces of Freedom and Change (FFC), and regional allies to support the political agreement setting out the transition to civilian rule. We urge all sides to finalise swiftly the Constitutional Declaration and implement the full agreement. Our Embassy in Khartoum closely monitors the human rights situation in Sudan, and raises our concerns in meeting with the authorities on the political situation. The UK, alongside Troika partners, will continue to maintain an international spotlight on the human rights situation in order to encourage accountability and try and prevent further human rights violations. On 29 June, Troika countries issued a joint statement that called on the TMC to respect the rights of the people of Sudan to freedom of expression and peaceful assembly, permit peaceful protests, and avoid any use of violence. The Troika released a further joint statement on 18 July. The British Government condemns the arrest and detention of Yasir Arman by the Sudanese security forces. We call for his immediate release and for the legitimate demands of Sudanese people to be respected. Violence must not be used, including against opponents.<\/p>

The UK continues to engage with a range of opposition, members of the protest movement as well as the Transitional Military Council (TMC). The UK, alongside Troika partners Norway and the US, has called for all sides to engage in an inclusive dialogue that leads to a swift, orderly and peaceful transition to civilian rule. On 4 June in a joint Troika statement, we condemned the recent violent attacks by Sudanese security forces against peaceful protestors in Sudan which left many civilians dead or injured. We also expressed serious concern over TMC's announcement that it would cease negotiations and called for an agreed transfer of power to a civilian-led government.<\/p>

On 6 June, the Minister for Africa summoned the Sudanese Ambassador to the Foreign and Commonwealth Office to express our grave concerns at the use of violence against civilians by the Sudanese authorities. The UK has called for the human rights of all Sudanese people to be respected, and for the resumption of the political process leading to an agreed peaceful transfer of power to a civilian-led government, as demanded by the Sudanese people.
