Slug pellets are regulated as pesticides. This means that they may only be sold and used if scientific risk assessments find no harmful effect on people and no unacceptable effects on the environment. Possible effects on wildlife (including earthworms and birds) are considered as part of the environmental assessment. Regulatory decisions are regularly reviewed so that safety can be reassessed using the latest data and scientific knowledge.<\/p>

<\/p>

A recent review of the substance metaldehyde raised concerns about risks to birds and mammals; the use of slug pellets containing metaldehyde is therefore being phased out. In the 25 Year Environment Plan we set out our commitment to accelerate the move to consistency in the materials collected for recycling. Our consultation, \u2018Consistency in Household and Business Recycling Collections in England<\/a>,\u2019 which closes on 13 May, seeks views on waste collectors collecting a set of core materials for recycling from homes and businesses. Waste generated by households and businesses can however include materials that are \u2018difficult to recycle\u2019. Waste composition is expected to change over time and recycling technology is expected to improve. The core set of materials collected by local authorities therefore may need to change to include materials that were in the past \u2018difficult to recycle\u2019. Any new burdens on local authorities will be funded by the Government, though it is expected that the secondary market for plastics will be stimulated by the reform of the current packaging regulations as set out in the Resources and Waste strategy and the proposed plastic packaging tax.<\/p>

<\/p>

Taken together, these measures will help to reduce the amount of hard to recycle materials in waste and to increase recycling overall.<\/p>

The UK has one of the richest native rare breed populations in the world and their importance is recognised at both international and UK levels. We have identified 104 UK native breeds of cattle, sheep and pigs.<\/p>

To protect our native rare breeds Defra works with the Farm Animal Genetic Resources Committee and the evolved administrations on all rare breed issues, particularly their conservation and sustainable use.<\/p>

<\/p>

We have:<\/p>

  1. Established an Annual Inventory<\/a> to provide data on populations of breeds.<\/p><\/li>

  2. Published the UK Country Report on Farm Animal Genetic Resources<\/a> which, in part, outlines conservation plans and priorities for specialist and native breeds.<\/p><\/li>

  3. Carried out annual reviews of the lists of Breeds at Risk present in the UK using statistics taken from the Annual Inventory.<\/p><\/li>

  4. Created contingency plan guidance for Breeds at Risk in the event of an exotic disease.<\/p><\/li><\/ol>

    <\/p>

    Some rare native breeds are also supported through agri-environment schemes. Details on total agreements and value of funding under Defra run schemes, including Environmental Stewardship (HR2) and Countryside Stewardship (SP8) (grazing supplement for rare native breeds), for the years 2015\u20132018 are:<\/p>

    Defra\u2019s national network of air quality monitors currently comprises 271 sites across the UK and is managed by the Environment Agency (EA). Sites are organised into networks that gather information for a wide range of pollutants in towns, cities as well as in rural areas. Some monitoring sites are focused on measuring specific sources \u2013 e.g. road traffic or industry whilst others are focused on background concentrations.<\/p>

    All monitoring data is made available on our UK-AIR website. Data from the Automatic Urban and Rural Network (AURN) is reported in near-real-time and is updated every hour. The website URL is: https://uk-air.defra.gov.uk/<\/a>.<\/p>

    In addition, local authorities submit their monitoring data and local actions to Defra in their Annual Status Reports. This is a requirement under the Local Air Quality Management process, underpinned by the Environment Act 1995.<\/p>

    The Secretary of State for Environment, Food and Rural Affairs attended the Clean Air Summit on 14 February with the Mayor of London, Metro Mayors and city leaders from across the country. A range of issues were discussed at the Summit including the ambitious goals set out in our new Clean Air Strategy, the need to focus on reducing emissions from a variety of sources, and support for local authorities with powers and funding.<\/p>

    My officials have regular and ongoing engagement with those local authorities named in the 2017 Plan for Tackling Roadside Nitrogen Dioxide Concentrations, to support them in considering measures to address nitrogen dioxide exceedances in their areas. Due to the highly localised nature of the problem, local knowledge is crucial in solving pollution problems in these hotspots. Local authorities are considering a range of measures to tackle their nitrogen dioxide exceedances, including, where appropriate, charging Clean Air Zones.<\/p>

    I met the Mayor for the West Midlands, Andy Street, earlier this month and discussed the progress of local authorities in the West Midlands who are developing local air quality plans. I have also spoken with the Mayor of Bristol, Marvin Rees, this month about the development of Bristol\u2019s local air quality plan.<\/p>

    The Government\u2019s preference is to adopt a UK-wide approach to a deposit return scheme (DRS) if one is introduced. Waste and recycling policy is a devolved matter, but we are working closely with the Devolved Administrations in delivering our shared ambitions to improve waste and recycling outcomes and promote resource efficiency in the UK.<\/p>

    The UK Government already has a legally binding target to recycle 50% of household waste by 2020.The Government has also stated that it would adopt the Circular Economy Package (CEP) target to recycle 65% of municipal waste by weight by 2035.
