The Flood Re scheme allows for insurers to offer discounted premiums to domestic properties. Flood Re is funded via a levy on UK household insurers. Expanding the scope of Flood Re to cover businesses would create a new levy on businesses, and could result in businesses across the country, and indirectly customers, subsidising profit-making organisations located at flood risk.

There is no evidence of a systemic problem for businesses at high flood risk not accessing insurance.

Businesses in high flood risk areas can shop around for the best insurance quote and could consider using an appropriate broker. There are a number of products being offered to businesses by the industry such as the British Insurers Brokers’ Association (BIBA) Commercial Property scheme to help small and medium sized enterprises (SMEs) and provide flood cover for those that are ineligible for Flood Re.

We are working with the insurance industry and the wider commercial sector to help businesses become more resilient to flooding through the joint government and industry Property Flood Resilience (PFR) roundtable.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4861", "label" : {"_value" : "Biography information for Robbie Moore"} } , "answeringMemberConstituency" : {"_value" : "Keighley"} , "answeringMemberPrinted" : {"_value" : "Robbie Moore"} , "dateOfAnswer" : {"_value" : "2024-02-29", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2024-02-29T12:21:18.087Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "13"} , "answeringDeptShortName" : {"_value" : "Environment, Food and Rural Affairs"} , "answeringDeptSortName" : {"_value" : "Environment, Food and Rural Affairs"} , "date" : {"_value" : "2024-02-20", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Flood Re"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Environment, Food and Rural Affairs, if he will have discussions with providers of the Flood Re scheme on the potential merits of extending the scheme to cover businesses.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/253", "label" : {"_value" : "Biography information for Mr Laurence Robertson"} } , "tablingMemberConstituency" : {"_value" : "Tewkesbury"} , "tablingMemberPrinted" : [{"_value" : "Mr Laurence Robertson"} ], "uin" : "14785"} , {"_about" : "http://data.parliament.uk/resources/1177423", "AnsweringBody" : [{"_value" : "Department for Environment, Food and Rural Affairs"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1177423/answer", "answerText" : {"_value" : "

The Government is committed to improving air quality in the UK and has provided £572 million to support the development and implementation of required measures by local authorities. This includes a Clean Air Fund that is aimed at mitigating the impact of local plans on individuals and businesses including sole traders.

We are mindful of the challenges of delivering a clean air plan across Greater Manchester and the need to support individuals and businesses that may be affected by the resulting charging Clean Air Zone (CAZ). We have provided at this stage a first tranche of £36 million towards implementing the CAZ and intend to provide further funding, both for implementation and for mitigating the impacts of the CAZ, from the Clean Air Fund, once we have a clearer picture of the scale of need based on our assessment of additional evidence being provided by Greater Manchester.
