The Civil Service advertises all SCS vacancies on the principle of External by Default.<\/p>

<\/strong><\/p>

External by Default means that vacancies will be open to external candidates outside the Civil Service, as well as existing civil servants, unless an exception applies. Use of exemptions for any post must be approved by the Departmental Minister or Permanent Secretary in Non-Ministerial Departments.<\/p>

This policy applies to all Ministerial departments, Non-Ministerial departments, Executive Agencies and Crown Non-Departmental Public Bodies.<\/p>

<\/strong><\/p>

This policy was applicable on 30 May 2024 and 23 July 2024.<\/p>

<\/strong><\/p>

On the 30 May 2024, in accordance with the General Election Guidance 2024, any appointments that required approval by the Prime Minister, and other Civil Service and public appointments likely to prove sensitive (including those where Ministers have delegated decisions to officials or other authorities) were frozen until after the election, except in exceptional circumstances (General Election Guidance, Section H, para 1-4).<\/p>

<\/strong><\/p>

Where an appointment was required to be made, because the role was urgent or critical, and including where necessary sensitive SCS positions, the role could be filled on a temporary basis by exception. The principle of external by default for all SCS recruitment was maintained during the pre-election period. Any temporary appointments were subject to approval via the exemption process (Civil Service Recruitment Framework 2022). During the pre-election period, approval for urgent exemptions to external by default could be made by Permanent Secretaries where Ministerial availability was limited.<\/p>

Responsibility for adhering to pre-election guidance in relation to recruitment sat with the hiring department.<\/p>

The Government recognises the invaluable contribution of emergency service workers to the people of the United Kingdom. The Elizabeth Emblem recognises the sacrifices made by public servants who have lost their lives as a result of their duty within the honours system. The Emblem is awarded to the next-of-kin of public servants who have died in public service since 1948 and who were employed in a role based on the source of a commission on behalf of, or formally funded by, an eligible body. 5 UK Ministers attended the conference.<\/p>

The GREAT FUTURES launch event in Riyadh on 14-15 May 2024 is the flagship moment that kickstarts a year-long programme bringing to life the sheer scale of opportunities for UK businesses in Saudi Arabia linked to Vision 2030. The purpose is to forge partnerships across a number of sectors by gathering together some of the UK's most creative and innovative companies with their Saudi counterparts.<\/p>

The Deputy Prime Minister led a strong Ministerial delegation comprising Kemi Badenoch, Secretary of State for Business and Trade; Lucy Frazer, the Culture Secretary; Lord Johnson, Minister for Investment; Lord Markham, Minister of Health; and Sir Steve Smith the PM\u2019s Special Representative for Higher Education. The delegation of more than 450 UK companies made this the largest trade delegation the UK has sent anywhere for a decade.<\/p>

Some 50+ agreements and MOUs were signed during the two days. The Deputy Prime Minister and Saudi Minister of Commerce convened a Pillar 1 meeting of the UK-Saudi Strategic Partnership where they agreed the ambition of increasing bilateral trade from £17bn to £30 billion by 2030.<\/p>

It is important that the Scheme recognises the immense suffering endured by people whose lives and families have been impacted by infected blood. Affected persons will be eligible for compensation in their own right where their case is linked to that of a person eligible under the compensation scheme.
