By way of context, cycling in Great Britain has increased over the time period in question, rising from 4 billion kilometres in 2007 to 6 billion kilometres in 2016.<\/p>

It should be that noted that contributory factors assigned by police officers do not assign blame for the accident to any specific road user, however they do provide some insight into why and how road accidents occur. They give an indication of which factors the attending officer thought contributed to the accident. Officers do not need to carry out a full investigation of the incident before allocating contributory factors; they usually use professional judgement about what they can see at the scene.<\/p>

Not all accidents are included in the contributory factor data; only accidents where the police attended the scene and reported at least one contributory factor are included.     The Bus Services Act 2017 permits combined<\/del> provides<\/ins> mayoral combined<\/ins> authorities with access to<\/ins> to apply for<\/del> new franchising powers. Other authorities can also apply for franchising powers with approval from the Secretary of State, subject to the necessary regulations having been made under the new section 123A(4) of Part 2 of the Transport Act 2000. No such regulations have yet been made.<\/p>

    The Government wants to see better local bus services for passengers across the country and will assist any local authority seeking to use the powers available to them under the Bus Services Act 2017 to secure improvements. Other authorities can also apply for franchising powers with approval from the Secretary of State, subject to the necessary regulations having been made under the new section 123A(4) of Part 2 of the Transport Act 2000.     Reducing the maximum speed of trains from 360km/h to 320km/h would result in trains taking longer to complete their overall journey. This means that, unless we buy more train sets, we will not able to run as many train services on HS2 and therefore capacity will be reduced.<\/p>

Mixing tilting trains running at 300km/h on HS2 with non-tilting trains running at 360km/h would also reduce capacity because it would reduce the number of train paths available per hour.     The proposed HS2 rolling stock tender specification does not preclude a bidder offering a tilting train solution. However, no tilting trains currently operate faster than 250km/h. HS2 Ltd assumes that tilting rolling stock could achieve a maximum operating speed on the high speed network of 300km/h rather than 360km/h for non-tilting rolling stock. This lower maximum operating speed would increase journey times on the dedicated HS2 network and could reduce network capacity.
