The Government has set out ambitious targets for the transition to zero emission vehicles (ZEVs) and has identified three key areas which we are supporting to make that ambition a reality:<\/p>

  1. Vehicles - Government grants have been in place for over a decade to help reduce the up-front purchase price of electric vehicles. Grants remain in place for harder to transition vehicles along with favourable tax incentives. In addition, as the global transition to electric vehicles quickens, the recently announced ZEV mandate on new cars and vans will ensure the UK\u2019s share of ZEVs increases.<\/li>
  2. Infrastructure \u2013 The Government is aware how important the reliability and availability of chargepoints are for EV drivers and its EV Infrastructure Strategy sets out its plans to accelerate the rollout of EV chargepoints. The rollout of EV charging infrastructure will be supported by the Local Electric Vehicle Infrastructure (LEVI) fund and the Rapid Charging Fund (RCF). The LEVI fund will support local authorities to work with industry and transform the availability of charging infrastructure for drivers without off-street parking. The RCF will future-proof the electrical capacity at strategic locations to support ultra-rapid en-route charging.<\/li>
  3. Energy system - The Government expects the transition to EVs to create significant new demand for electricity, and it has mechanisms in place to cope with this. The capacity market is the Government\u2019s principal tool for ensuring security of supply and is supported by the Contracts for Difference scheme which supports significant investment in low carbon generation.<\/li><\/ol>

    The Government recognises that a whole package of measures is needed to support the switch to zero emission driving.<\/p>

    HM Treasury has ensured that EVs continue to benefit from a favourable tax regime. There are now over a million plug-in vehicles on UK roads, the majority of which are exempt or pay minimal VED. From 2025, electric vehicles will still have preferential first year rates of VED in comparison to the most polluting vehicles.\u202fThere are also preferential rates of company car tax for EVs out to April 2028. These measures will continue to support the uptake of electric vehicles.<\/p>

    Ministers across government departments continue to collaborate on the implementation of the Net Zero Strategy. In the Strategy, the Government announced that it will introduce a zero emission vehicle mandate, setting targets for a percentage of manufacturers' new car and van sales to be zero emission each year from 2024.     The Government announced the outcome of the consultation in the PM\u2019s Ten Point Plan. We are going further and faster to decarbonise transport by phasing out the sale of new petrol and diesel cars and vans by 2030, and, from 2035, all new cars and vans must be zero emissions at the tailpipe. Between 2030 and 2035, new cars and vans can be sold if they have the capability to drive a significant distance with zero emissions [for example plug-in or full hybrids]. The meaning of \u2018significant zero emission capability\u2019 will be defined by consultation in 2021. Alongside the new phase out dates government has pledged a further £2.8 billion package of measures to support industry and consumers to make the switch to cleaner vehicles.     On the 4 February the Prime Minister announced a consultation on bringing forward the end to the sale of new petrol, diesel and hybrid vehicles to 2035, or earlier if a faster transition appears feasible. The consultation was published on 20 February.<\/p>

    <\/p>

    This follows our manifesto commitment and reflects the independent Committee on Climate Change advice that the phase out date should be 2035 or ideally 2030, and that only battery electric or other zero emission vehicles should be permitted to be sold after this point.<\/p>

    <\/p>

    As part of this consultation, we are asking what the accompanying package of support will need to be to enable the transition and to minimise the impacts on businesses and consumers across the UK, building on the significant demand and supply side measures already in place. We are already engaging with stakeholders on this issue and plan to conclude the consultation in the summer.<\/p>

    The Department for Transport has not issued specific guidance on the potential merits of purchasing either a new diesel or petrol car. The Government has announced an end to the sale of all new conventional petrol and diesel cars and vans by 2040, and our aim is for almost every car and van to be zero emission by 2050.<\/p>
