The UK continues to raise concerns with the Saudi led-Coalition about the potential impact of any assault on the port and city of Hodeidah and is monitoring the resumption of hostilities in and around Hodeidah closely.

We have consistently made it clear, the Coalition must ensure that any further military operations in and around Hodeidah do not disrupt commercial and humanitarian flows both through the port and onwards across the country. For their part, the Houthis must not compromise civilian facilities (such as Hodeidah port and food storage facilities) and allow unhindered access to humanitarian agencies throughout areas they control.

UK aid partners continue to deliver life-saving support on the ground as part of our £170 million response in Yemen this year, including cash transfers to 21,000 people displaced from Hodeidah, as well as access to 75,000 litres of clean water a day.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/1201", "label" : {"_value" : "Biography information for Alistair Burt"} } , "answeringMemberConstituency" : {"_value" : "North East Bedfordshire"} , "answeringMemberPrinted" : {"_value" : "Alistair Burt"} , "dateOfAnswer" : {"_value" : "2018-11-15", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-11-15T17:40:13.557Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "20"} , "answeringDeptShortName" : {"_value" : "International Development"} , "answeringDeptSortName" : {"_value" : "International Development"} , "date" : {"_value" : "2018-11-09", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Yemen: Humanitarian Aid"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for International Development, what steps her Department is taking to ensure that humanitarian provision reaches the 300,000 civilians trapped in Hodeidah, Yemen.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/3966", "label" : {"_value" : "Biography information for Ian Murray"} } , "tablingMemberConstituency" : {"_value" : "Edinburgh South"} , "tablingMemberPrinted" : [{"_value" : "Ian Murray"} ], "uin" : "189656"} , {"_about" : "http://data.parliament.uk/resources/999127", "AnsweringBody" : [{"_value" : "Department for International Development"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/999127/answer", "answerText" : {"_value" : "

The UK has played a leading role in helping secure vital access for food, fuel, and medicine into and throughout Yemen. Last year when Red Sea port access was restricted after a Houthi ballistic missile attack on Riyadh’s civilian airport, UK diplomacy including a visit from the Secretary of State for Development to Riyadh led to the ports being fully reopened. As a part of this effort, the UK provides £1.3 million to the UN Verification and Inspection Mechanism to give the Coalition confidence that weapons are not coming in to Houthi-controlled areas of Yemen on commercial ships. Red Sea ports remain fully operational and continue to import most of the food and fuel on which Yemenis rely.

As we have consistently made clear, the Houthis must facilitate access throughout areas they control which is where most of the population live. As penholder on Yemen in the UN Security Council, the UK continues to call on all parties to comply with the UNSC Presidential Statements of June 2017 and March 2018, which insist that all parties facilitate safe, rapid, and unhindered access for both the humanitarian response and commercial supplies.

On 3 April, the UK announced an additional £170 million in response to the humanitarian crisis in Yemen for this financial year (2018/2019). The UK remains deeply concerned by the humanitarian crisis in Yemen - the largest in the world. Over 22 million people - 75% of the population - are in need of humanitarian assistance, with 8.4 million people at risk of starvation across the country. Yemen relies on imports to meet 90% of its basic needs like food and fuel. As such, it is critical that all parties facilitate the flow of food and fuel into and throughout the country.

We are also extremely concerned by the rapid depreciation of the Yemeni Riyal – which has lost over 40% of its value since July. This is driving increased humanitarian need as families are less able to afford to buy available food.

The UK has consistently been one of the largest donors to the crisis, committing £570 million in response since the conflict began in 2015. We will continue to push for a political solution to the conflict - the only way to bring long-term stability to Yemen and end the humanitarian crisis.

I recently hosted an event on malnutrition in Yemen at the UN General Assembly on 25 September with UN agencies, donors and NGOs. Together we launched a Call to Action including a three year plan of commitments to tackle malnutrition in Yemen.

The current conflict has affected every man, woman, and child in Yemen. As always, however, it has had a disproportionate impact on women and girls. International deliberations on the conflict and humanitarian crisis in Yemen are being led by the UN. The UK welcomes the recent appointments of Martin Griffiths as the new UN Special Envoy to Yemen and Lise Grande as the new UN Humanitarian and Resident Coordinator for Yemen. The UK will continue to support their efforts to work with all parties to bring about peace and end the humanitarian crisis in Yemen.

The UK is also playing a leading role in finding a peaceful solution to the conflict. As the pen-holder on Yemen at the UN Security Council the UK proposed and coordinated a UN Security Council Presidential Statement adopted on 15 March, which called on all parties to comply with their obligations under international humanitarian law, facilitate humanitarian access, and emphasised the need for an inclusive political solution. The UK will continue to press for a political solution to the conflict in the next Quad meeting between the UK, US, Saudi Arabia and the United Arab Emirates.
