The UK remains extremely concerned about the humanitarian situation in Eastern Sudan. The United Nations\u2019 \u2018Sudan Humanitarian Response Plan 2015\u2019 estimates that 328,000 people are in need of humanitarian assistance in three states of East Sudan (Red Sea, Kassala and Gedaref), out of a total of 5.4 million in need across the country. The United Nations High Commission for Refugees (UNHCR) is supporting some 92,000 long-term refugees in the east. DFID is providing a further £38 million over the next two years for additional humanitarian assistance to Sudan, including Darfur.<\/p>

<\/p>

Delays and restrictions imposed by the Government of Sudan in the issuance of travel permits has limited our ability to conduct our own recent assessment but we continue to work closely with NGOs and International Agencies to better understand the situation. We, along with our partners (EU and US) continue to press the Government of Sudan to allow unrestricted humanitarian access but we remain deeply concerned about the situation.<\/p>

The lack of development in the east of Sudan has driven chronic humanitarian needs which continue to be of concern. According to the latest Ministry of Health national nutrition survey, the east of Sudan has some of the highest rates of malnutrition in the country, in many places exceeding emergency thresholds. High rates of malnutrition are of even greater concern as they increase the vulnerability of children to disease and the likelihood of fatality. The east of Sudan has been particularly affected by the ongoing measles outbreak.<\/p>

There is also a long term refugee population of some 92,000 people who continue to require the services of the United Nations High Commission for Refugees (UNHCR) to ensure that they receive protection and their humanitarian needs are met.<\/p>

According to the latest UN Panel of Experts report of 15th<\/sup> January 2015, 3,324 villages were destroyed between December 2013 and April 2014. The United Nations (UN) Sudan 2015 Humanitarian Response Plan estimates that in Darfur 430,000 people were displaced in 2014 resulting in a total number of 2.5 million people displaced. The United Nation High Commission for Refugees has a record of 367,229 Sudanese refugees in Chad of the 28 February 2015.<\/p>

In the joint US, UK and Norway statement of 23 December we renewed our call for all parties in the Two Areas, as well as Sudan\u2019s other conflict zones, to immediately allow full and unfettered humanitarian access. According to OCHA, less than 60 per cent of children in almost two thirds of localities in Darfur have access to basic education. Over half of all primary school aged girls in West Darfur and 45 per cent in South Darfur do not attend school. In Sudan, the UK supports education projects through the Common Humanitarian Fund. In 2013-14, CHF funded projects reached 223,000 people across Sudan, the majority of which were children in conflict affected areas of Darfur, South Kordofan and Blue Nile.<\/p>

<\/p>

Recent insecurity and displacement in both Sudan and South Sudan have led to a further increase in women\u2019s vulnerability and risk of sexual and gender-based violence (SGBV) although there is a poor reporting of incidents. In Maban refugee camp in South Sudan, there were 316 SGBV incidents reported in 2014. Domestic violence remains the most widespread type of incident in the camp, accounting for 59% of all reported cases, followed by forced marriage (11%), rape (9%) and attempted rape (5%). Women in Maban refugee camp access SGBV prevention and response services including counselling, case management and psychosocial support. The UK supports the provision of these services through the UNHCR.<\/p>

UNFPA estimates that around 44,211 women in IDP camps in Darfur are pregnant and in need of safe motherhood services. An estimated 6,632 pregnant women are expected to develop a potentially life-threatening complication during pregnancy or at the time of delivery, and may require a Caesarean section.<\/p>

The UK is a significant donor to the World Food Programme (WFP) voucher programme in Darfur. Over the last 12 months, Department for International Development (DFID) staff have visited voucher sites in all Darfur States where the programme is operating to monitor the programme. They met with WFP staff, partner agencies and beneficiaries. DFID is satisfied that the process of identifying and verifying programme beneficiaries based on biometric data, and conducted jointly by WFP and the International Organisation for Migration, ensures that the programme reaches intended beneficiaries. The planned roll out of electronic voucher cards with biometric data will further strengthen the process of ensuring beneficiaries receive what they are entitled to.<\/p>

<\/p>

WFP conducts regular monitoring of a sample of beneficiaries immediately after vouchers have been distributed and again, approximately two weeks later, when they visit beneficiaries in their homes to assess how vouchers have been utilised. Monitoring is complemented by internal evaluations which allow WFP to assess the effectiveness of the programme in terms of value for money and the impact on food consumption and dietary diversity.<\/p>

We regularly raise Female Genital Mutilation (FGM) with the Government of Sudan. We worked hard through the Government\u2019s National Council for Child Welfare (NCCW) to ensure that Sudan was represented at the Girl Summit which took place in London in July, and which had a particular focus on FGM and child and early forced marriage (CEFM). We welcome the Government\u2019s subsequent signature of the Girl Summit Charter, which includes a public commitment to ending FGM. We are now in discussion with the NCCW about an event to mark that signature, which would be attended by the Ministry of Social Welfare. On 22 October the Government will host a regional meeting on ending FGM, in which it will showcase its own achievements in changing attitudes.<\/p>

Advocacy on the need for legislation on Female Genital Mutilation (FGM) forms part of a programme supported by DFID and run by UN Children\u2019s Fund (UNICEF), the World Health Organisation (WHO) and the UN Population Fund (UNFPA). More broadly, the programme aims to end FGM by making it socially unacceptable, and supports the country-wide Saleema campaign which is led by the Government of Sudan.<\/p>

DFID is also providing funding to UNICEF\u2019s Multiple Indicator Cluster Survey (MICS), which will include data on the percentage of women who have undergone FGM, and will report by the end of 2014. The findings of that survey will inform our discussions with the Government of Sudan and our future programming.<\/p>

While we do not have specific health programmes in Sudan, we are greatly concerned at the levels of maternal mortality in Sudan, and regularly discuss these issues with the Government in the context of wider discussions about the delivery of basic services and poverty reduction. DFID is providing funding to UNICEF\u2019s Multiple Indicator Cluster Survey (MICS), which will include data on the proportion of skilled health personnel who attend births, and on maternal mortality. The findings of that survey, which will report by the end of 2014, will inform our discussions with the Government of Sudan.<\/p>

There is a discrepancy between the Sudanese Child Act of 2010, under which anyone under the age of 18 is considered to be a child, and religious law, under which anyone under the age of 11 is considered to be a child. Along with the Sudanese National Council for Child Welfare (NCCW), we have lobbied the Government to ensure compliance with the Child Act and the removal of any discrepancies which lead to under-age children being married.<\/p>

<\/p>

Broader work on child rights forms part of a programme supported by DFID, and run by UN Children\u2019s Fund (UNICEF), the World Health Organisation (WHO) and the UN Population Fund (UNFPA), which focuses on Female Genital Mutilation (FGM). This programme has included a workshop on reaching a national position on the legal age of marriage. DFID is also providing funding to UNICEF\u2019s Multiple Indicator Cluster Survey (MICS), which will include data on the percentage of women who were married by the time they reached 18. The findings of that survey, which will report by the end of 2014, will inform our discussions with the Government of Sudan.<\/p>

DFID worked closely with the NCCW to ensure that the Government was represented at the Girl Summit which took place in London in July, and which had a particular focus on FGM and Child and Forced Marriage (CEFM). We welcome the Government of Sudan\u2019s subsequent signature of the Girl Summit Charter, which includes a public commitment to ending CEFM. We are actively following up with the Government of Sudan to ensure that they maintain momentum on these issues.<\/p>
