The NHS Constitution allows patients to be treated by any provider who holds a contract for the provision of National Health Services. This is a legal right, although there are certain circumstances in which a choice may not be possible. Further information is available at the following link:

https://www.gov.uk/government/publications/the-nhs-choice-framework

Last year, the Government set out how it will make it easier for patients to exercise their choice by improving the NHS App, increasing choice for patients already on waiting lists, and raising awareness of patients’ right to choose.

At the point of referral, for example at a general practice appointment, patients will be actively offered a list of providers which are clinically appropriate for their condition. This will be a minimum of five providers where possible. Patients will also be informed of their right to choose, and encouraged to raise this at the time of the referral.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4044", "label" : {"_value" : "Biography information for Andrew Stephenson"} } , "answeringMemberConstituency" : {"_value" : "Pendle"} , "answeringMemberPrinted" : {"_value" : "Andrew Stephenson"} , "dateOfAnswer" : {"_value" : "2024-05-08", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2024-05-08T15:47:36.187Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health and Social Care"} , "answeringDeptSortName" : {"_value" : "Health and Social Care"} , "date" : {"_value" : "2024-05-02", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Patient Choice Schemes"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Health and Social Care, pursuant to the Answer of 8 February 2024 to Question 12829 on Patient Choice Schemes, how many patients were offered choice at the point of referral in each of the last 12 months.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4504", "label" : {"_value" : "Biography information for Wes Streeting"} } , "tablingMemberConstituency" : {"_value" : "Ilford North"} , "tablingMemberPrinted" : [{"_value" : "Wes Streeting"} ], "uin" : "24684"} , {"_about" : "http://data.parliament.uk/resources/1715546", "AnsweringBody" : [{"_value" : "Department of Health and Social Care"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1715546/answer", "answerText" : {"_value" : "

Data published by the Office for Health Improvement and Disparities provides recent estimates of excess mortality in England by age group. Estimates for 20 to 44 year olds are not available, but data are published for those aged 25 to 49. These show that in 2023, deaths in this age group were 3% lower than expected. The number of expected deaths is based on the trend in mortality rates for this age group in the 5 years before 2023. This baseline excludes periods with particularly high numbers of deaths from COVID-19.

This estimate for excess mortality in 2023 reflects, in part, an increase in mortality for this age group over the preceding 5 years. However, official estimates of mortality rates for this age group have not been published. The Office for National Statistics have also not yet released final mortality data or mid-year population estimates for 2023.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4117", "label" : {"_value" : "Biography information for Andrea Leadsom"} } , "answeringMemberConstituency" : {"_value" : "South Northamptonshire"} , "answeringMemberPrinted" : {"_value" : "Andrea Leadsom"} , "dateOfAnswer" : {"_value" : "2024-05-15", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "previousAnswerVersion" : {"_about" : "http://data.parliament.uk/resources/1715546/answer/previousversion/32811", "answeringMember" : {"_about" : "http://data.parliament.uk/members/4117", "label" : {"_value" : "Biography information for Andrea Leadsom"} } , "answeringMemberConstituency" : {"_value" : "South Northamptonshire"} , "answeringMemberPrinted" : {"_value" : "Andrea Leadsom"} } , "questionFirstAnswered" : [{"_value" : "2024-05-15T13:30:07.687Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health and Social Care"} , "answeringDeptSortName" : {"_value" : "Health and Social Care"} , "date" : {"_value" : "2024-05-02", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Mortality Rates"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Health and Social Care, for what reason there was an increase in death rates among 20-44 year olds in 2023 from 2019.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4504", "label" : {"_value" : "Biography information for Wes Streeting"} } , "tablingMemberConstituency" : {"_value" : "Ilford North"} , "tablingMemberPrinted" : [{"_value" : "Wes Streeting"} ], "uin" : "24685"} , {"_about" : "http://data.parliament.uk/resources/1715547", "AnsweringBody" : [{"_value" : "Department of Health and Social Care"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1715547/answer", "answerText" : {"_value" : "

The number of pharmacists that are independent prescribers is increasing. From 2026 all newly qualified pharmacists will be prescribers and we are upskilling the current workforce. NHS England are piloting services with varying models to evaluate how this could work in future clinical services in community pharmacy. In future, prescribing in community pharmacy has the potential to unlock more clinical services in community pharmacy, taking further pressure off general practice.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4117", "label" : {"_value" : "Biography information for Andrea Leadsom"} } , "answeringMemberConstituency" : {"_value" : "South Northamptonshire"} , "answeringMemberPrinted" : {"_value" : "Andrea Leadsom"} , "dateOfAnswer" : {"_value" : "2024-05-16", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "previousAnswerVersion" : {"_about" : "http://data.parliament.uk/resources/1715548/answer/previousversion/32812", "answeringMember" : {"_about" : "http://data.parliament.uk/members/4117", "label" : {"_value" : "Biography information for Andrea Leadsom"} } , "answeringMemberConstituency" : {"_value" : "South Northamptonshire"} , "answeringMemberPrinted" : {"_value" : "Andrea Leadsom"} } , "questionFirstAnswered" : [{"_value" : "2024-05-16T11:13:27.173Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health and Social Care"} , "answeringDeptSortName" : {"_value" : "Health and Social Care"} , "date" : {"_value" : "2024-05-02", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Pharmacy: Prescriptions"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Health and Social Care, what estimate she has made of the number and proportion of prescriptions that were written by pharmacists in each of the last five years.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4504", "label" : {"_value" : "Biography information for Wes Streeting"} } , "tablingMemberConstituency" : {"_value" : "Ilford North"} , "tablingMemberPrinted" : [{"_value" : "Wes Streeting"} ], "uin" : "24687"} , {"_about" : "http://data.parliament.uk/resources/1715549", "AnsweringBody" : [{"_value" : "Department of Health and Social Care"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1715549/answer", "answerText" : {"_value" : "

Our Dentistry Recovery Plan, backed by £200 million, will make dental services faster, simpler, and fairer for National Health Service dental patients across England. It will fund approximately 2.5 million additional appointments, or more than 1.5 million additional courses of dental treatment. Patients unable to access an urgent dental appointment directly through an NHS dental practice are advised to contact NHS 111 for assistance.

We are committed to evaluating the impacts of the measures included in our plan, and we will publish monthly data on progress once available. Our Dentistry Recovery Plan, backed by £200 million, will make dental services faster, simpler, and fairer for National Health Service dental patients. It will fund approximately 2.5 million additional appointments, or more than 1.5 million additional courses of dental treatment. A New Patient Premium is supporting dentists to take on new patients and since the end of January, nearly 500 more practices have said they are open to new patients.

The Dentistry Recovery plan also sets out a new emphasis on prevention and good oral health in children. This includes supporting nurseries and early years settings to incorporate good oral hygiene into daily routines, and providing advice to expectant parents on how to protect their baby’s teeth. The plan will deploy mobile dental teams into schools to provide advice and deliver preventative treatments to more than 165,000 children.

A new patient premium is supporting dentists to take on new patients, and a new marketing campaign will help everyone who needs an NHS dentist in finding one.
