The Scientific Advisory Committee on Nutrition (SACN) is a committee of the Office for Health Improvement and Disparities (OHID), and provides independent scientific advice to ministers, as well as risk assessments on nutrition and related health issues. The SACN undertakes robust consideration of the evidence for its risk assessments, before providing dietary recommendations.<\/p>

Ministers are informed of the SACN\u2019s publications and risk assessments on the same basis as official statistics. Following publication, ministers consider the recommendations and policy options for implementation, including for application across the United Kingdom, and involvement of the devolved administrations where appropriate.<\/p>

To date, all of the SACN\u2019s dietary recommendations have been accepted by the Government. However, on occasion, recommendations have been adapted for implementation. For example, in 2016 the SACN recommended a reference nutrient intake for vitamin D of 10 micrograms per day for the general population, for the whole year. The Nutrient Profiling Model (NPM) is a tool that can underpin policy and implements dietary recommendations.<\/p>

The United Kingdom NPM was first developed by the Food Standards Agency in 2004 to 2005 (UK 2004/5 NPM). The first Childhood Obesity Plan (2016) committed Public Health England to review the UK 2004/5 NPM and align it to the latest dietary recommendations. A robust and transparent process was undertaken to update the model, with an Independent Expert Group to provide oversight and scientific scrutiny. In 2018, as part of the process, a 12-week public consultation on the modifications made to the current UK 2004/5 NPM took place. The final version will be published in due course.<\/p>

Any application of the updated NPM in a policy would be subject to normal policy making and consultation processes and would be accompanied by technical guidance to support its use and implementation. We remain committed to promoting a healthy diet for adults and children and are delivering an ambitious programme of work to create a healthier environment to help people make healthy food choices to improve health and to tackle diet related ill health. There are a range of measures in place to support improving diets, promoting physical activity and reducing obesity.<\/p>

Regulations on out of home calorie labelling for food sold in large businesses, including restaurants, cafes and takeaways, came into force in April 2022. Restrictions on the placement of products high in fat, sugar or salt in key selling locations, came into force on 1 October 2022.\u202f We will be implementing restrictions on the sale of less healthy products by volume price such as \u20183 for 2\u2019 and will introduce restrictions on the advertising of less healthy products before 9pm on TV and paid for less healthy product advertising online from 1 October 2025.<\/p>

We are working with the food industry to make further progress on reformulation and ensure it is easier for the public to make healthier choices. The Food Data Transparency Partnership will help enable and encourage food companies to voluntarily demonstrate progress on the healthiness of their sales.<\/p>

The Government continues to promote the Eatwell Guide principles through the NHS.UK website and government social marketing campaigns such as Better Health Healthier Families and Start for Life. We are also supporting more than three million children through the Healthy Foods Schemes and helping schools boost physical activity to help children maintain a healthy weight and good overall health through the Primary School PE and Sport Premium and the School Games Organiser Network.<\/p>

We are continuing to support local authorities to improve the uptake of the NHS Health Check, England's cardiovascular disease prevention programme. The NHS Health Check helps to prevent a range of conditions including heart disease and type 2 diabetes. The National Diet and Nutrition Survey (NDNS) provides information on dietary intakes and nutritional status for males and females by age group. The latest data from the NDNS 2016 to 2019 shows that dietary intakes of most vitamins are adequate, however there is evidence of low dietary intakes of vitamin D and of some minerals including magnesium, potassium, iodine and selenium. Assessment of nutritional status in the NDNS shows low blood levels for vitamin D and folate across age and sex groups. Guidance for businesses and other interested parties was published on 17 November online at GOV.UK setting out the practical effect of the changes to domestic and European Union legislation relating to nutrition-related labelling, composition and standards made by the Nutrition (Amendment etc.) (EU Exit) Regulations 2020.<\/p>

Officials developed the guidance in consultation with industry representatives and trade bodies via the Department for Business, Energy and Industrial Strategy\u2019s Business Expert Group to ensure it addressed all necessary aspects of the legislation.<\/p>

The Department has heeded requests from industry to provide updates on this area at more frequent intervals. Public Health England (PHE) promotes a healthy balanced diet based on the United Kingdom\u2019s national food model, the Eatwell Guide, which underpins national policy relating to nutrition. The Eatwell Guide applies to most people from the age of five years.<\/p>

The Eatwell Guide principles are communicated through a variety of channels, including the Government\u2019s 5 A Day campaign, PHE\u2019s healthier catering guidance and PHE social marketing campaigns including Change4Life and One You. Government dietary advice is also communicated online via NHS.uk. The Eatwell Guide, the 5 A Day logo licensing guidelines and Healthier and more sustainable catering: A toolkit for serving food to adults<\/em> are attached.<\/p>

PHE\u2019s flagship social marketing campaign, Change4Life was launched in 2009 with the aim of inspiring a social movement, through which the Government, the National Health Service, local authorities, businesses, charities, schools, families and community leaders could all play a part in improving children\u2019s diets and activity levels.<\/p>

NHS England and NHS Improvement have a lead Nutrition and Hydration Specialist in Quality Improvement. Their work focusses on building collaboratives to improve nutrition and hydration within providers.<\/p>

The Government recommends eating some meat, fish, eggs, beans and other non-dairy sources of protein as part of a healthy balanced diet. Government advice is that we should eat on average no more than 70 grams of red meat a day due to the increased risk of bowel cancer. It also recommends eating two portions of fish a week, one of which should be oily, as oily fish provide long chain omega-3 fatty acids, which may help to prevent heart disease.<\/p>

Dietary recommendations for meat and fish consumption are published in the national food model, the Eatwell Guide<\/em> and its supporting messages. The Eatwell Guide<\/em> provides visual representation on national guidance of how a balanced diet looks. A copy of the Eatwell Guide<\/em> is attached.<\/p>

Supporting documentation includes the Government Dietary Recommendations: Government recommendations for energy and nutrients for males and females aged 1-18 years and 19+ years<\/em>, which outlines the breakdown of calorie, vitamin and mineral intake for different age groups. The Government remains committed to support informal carers to provide care for those they care for.<\/p>

While the Department does not provide specific guidance and advice for carers of those they care for with nutritional problems and eating difficulties, the Care Act 2014 requires that where an adult or carer appears to have care and support needs the local authority must carry out a care assessment. It must then decide if the person has eligible needs by considering the outcomes the person wants to achieve, what needs they have, and how these impact on their wellbeing.<\/p>

Where a person is assessed as having eligible care and support needs, these must be met by their local authority. For those who do not meet the eligibility criteria, local authorities should signpost people to relevant services. This includes guidance and advice for informal carers of patients with nutritional problems.<\/p>

One of the eligibility determinations in the Care Act 2014 for care and support is managing and maintaining nutrition. In addition, there are other sources of information carers can access, such as advice from healthcare professionals. The nutrition company Nutricia also produces information for carers to help provide better support for them around nutritional problems and eating difficulties. The leaflets are available free online as downloads from Carers UK.<\/p>
