We’re set to reach nearly £1 billion of additional funding invested by 2023/24, compared to 2018/19, to transform community mental health services. In 2022/23, 288,000 people with severe mental illness, including bipolar disorder, accessed support through new integrated models of community care.

The funding aims to increase access to high quality care and transform care pathways for people with severe mental illness, including bipolar disorder, through: greater integration of primary and community services, to provide care in the community driven by the needs of individuals, rather than based solely on diagnoses; physical health checks; and Individual Placement and Support schemes, as well as Early Intervention in Psychosis services.

NHS England is also working on implementing new access and waiting time standards for mental health services, including one for adults with bi-polar disorder or similar, to start to receive community-based mental health care within four weeks of referral.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4492", "label" : {"_value" : "Biography information for Maria Caulfield"} } , "answeringMemberConstituency" : {"_value" : "Lewes"} , "answeringMemberPrinted" : {"_value" : "Maria Caulfield"} , "dateOfAnswer" : {"_value" : "2024-05-22", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2024-05-22T09:28:15.117Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health and Social Care"} , "answeringDeptSortName" : {"_value" : "Health and Social Care"} , "date" : {"_value" : "2024-05-16", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Bipolar Disorder: Diagnosis"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Health and Social Care, what steps her Department have taken to reduce the time taken from initial presentation of symptoms to diagnosis of bipolar disorder.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4658", "label" : {"_value" : "Biography information for Alex Sobel"} } , "tablingMemberConstituency" : {"_value" : "Leeds North West"} , "tablingMemberPrinted" : [{"_value" : "Alex Sobel"} ], "uin" : "26719"} , {"_about" : "http://data.parliament.uk/resources/1667722", "AnsweringBody" : [{"_value" : "Department of Health and Social Care"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1667722/answer", "answerText" : {"_value" : "

The NHS Long Term Plan commits to investing £2.3 billion extra funding a year in expanding and transforming mental health services by March 2024, enabling an extra two million people, including people with bipolar disorder, to be treated by mental health services within the National Health Service.

Through the NHS Long Term Plan, we are also expanding community mental health services. This includes new integrated community models for adults with severe mental illness including bipolar disorder. These new models are still in the early stages, and will take time to embed nationally, but will give at least 370,000 adults greater choice and control over their care and support them to live well in their communities by March 2024.

The Department also provided an additional £500 million in 2021/22 to accelerate our expansion plans and help address waiting times for mental health services. The NHS is also working towards implementing five new waiting time standards for people requiring mental healthcare in both accident and emergency and in the community, to ensure timely access to the most appropriate, high-quality support.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4492", "label" : {"_value" : "Biography information for Maria Caulfield"} } , "answeringMemberConstituency" : {"_value" : "Lewes"} , "answeringMemberPrinted" : {"_value" : "Maria Caulfield"} , "dateOfAnswer" : {"_value" : "2023-11-14", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2023-11-14T10:54:54.807Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health and Social Care"} , "answeringDeptSortName" : {"_value" : "Health and Social Care"} , "date" : {"_value" : "2023-11-07", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Bipolar Disorder: Diagnosis"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Health and Social Care, what recent steps his Department has taken to reduce the time taken to diagnose people with bipolar disorder.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4396", "label" : {"_value" : "Biography information for Rebecca Long Bailey"} } , "tablingMemberConstituency" : {"_value" : "Salford and Eccles"} , "tablingMemberPrinted" : [{"_value" : "Rebecca Long Bailey"} ], "uin" : "255"} , {"_about" : "http://data.parliament.uk/resources/1665743", "AnsweringBody" : [{"_value" : "Department of Health and Social Care"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1665743/answer", "answerText" : {"_value" : "

The information requested is not available in the format requested, due to limitations of the diagnosis data collected within the Mental Health Services Dataset.

Analysis shows that around 20-25% of people in the dataset have a diagnosis recorded, therefore any data provided for diagnosis would represent an undercount. Alternative data is presented showing the number of referrals to secondary mental health services where the primary reason for referral was bipolar disorder in England between 2021/22 and 2022/23.

According to NHS England, the number of referrals to mental health services in England where the primary reason for referral was recorded as bipolar disorder was 20,201 in 2021/22 and 19,805 in 2022/23. We have no plans to do so as the recording of diagnoses in mental health datasets is not mandatory and what data is held is not of sufficient quality to allow a meaningful estimate to be made.

Prevalence data is essential in establishing need and unmet need in the population. The latest information on the number of adults with a diagnosable mental health condition was provided by the Adult Psychiatric Morbidity Survey in 2014 and the commissioning and delivery of the next survey was delayed by the COVID-19 pandemic. We know that services have been reporting increase in demand and changes in the complexity of cases, so it is likely that estimates from that survey are limited in what they can tell us about current prevalence.

The Department has commissioned the next iteration of the Adult Psychiatric Morbidity Survey (APMS), to provide estimates of the prevalence of mental health conditions, including bipolar disorder or similar, to inform service planning, commissioning and improvement. We remain committed to investing in expanding and transforming National Health Service mental health services in England by at least £2.3 billion a year by 2023/24 as set out in the NHS Long Term Plan. This will allow an additional two million people, including 345,000 children and young people, to get the mental health support they need, such as a diagnosis for bipolar disorder. We aim to increase the mental health workforce by an additional 27,000 healthcare professionals by 2023/24 to support this expansion and transformation of services.

NHS England has consulted on the potential to introduce five new mental health-related waiting time standards as part of its clinically-led review of NHS access standards.
