We have always been clear that defence is a national, not an EU, responsibility and that there is no prospect of that position changing and therefore no prospect of a European army. The Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron), made clear NATO\u2019s primacy in European Defence at the December 2013 European Council and we will continue to underline this with EU Partners and Institutions as we look towards the June European Council stocktake on CSDP.
NATO is the bedrock of the UK\u2019s defence and a leading instrument of our national security. The NATO Summit in Wales showed that the Alliance is strong and united, reaffirming the centrality of NATO to European and global security.<\/p>"}

The Ukrainian Ministry of Defence have purchased 75 Saxon armoured vehicles through a private commercial contract. The vehicles are unarmed with no offensive capability. The Foreign Secretary said that in a meeting during the D-Day 70th Anniversary Commemorations in Normandy last summer, the UK agreed with the US and our European partners that the most effective channel of communication with the Kremlin would be through a small group. This is known as the Normandy Format, comprising Germany, France as the host of the Normandy meeting, Ukraine and Russia.<\/p>

The British Government\u2019s policy since the start of the crisis has been to supply non-lethal assistance to Ukrainian armed forces, in line with the Government\u2019s assessment that there must be a political solution to this crisis. The Government is providing a substantial package of non-lethal equipment to Ukraine comprising medical kits, winter clothing and equipment, body armour, helmets and fuel. The North Atlantic Treaty Organisation (NATO) as an institution does not own any combat capabilities and is therefore not capable of providing arms to Ukraine. It is a national decision for each country in the NATO alliance to decide whether to supply lethal aid to Ukraine. The UK is not planning to do so, but as the Secretary of State for Foreign and Commonwealth Affairs, my right hon. The Assad regime is responsible for the crisis in Syria; there is no realistic prospect of peace while Assad is in power. The only way to end the violence, and counter the Islamic State of Iraq and the Levant, is through inclusive governance which can represent all communities, free from Assad. The UK continues to believe that a negotiated political transition in Syria, in line with the Geneva communiqué, is the only way to end the conflict and alleviate Syria\u2019s humanitarian crisis.
