\u200bThe continued use of detentions and restrictions on communications in India-administered Kashmir is of concern. It is important that individual rights are fully respected and that there is constructive dialogue with affected communities.<\/p>

We are monitoring the situation in Kashmir closely and are in regular contact with the Indian Government. The Prime Minister has spoken to Prime Minister Modi about the situation in Kashmir,<\/strong> and the Foreign Secretary has spoken to Indian Minister of External Affairs Jaishankar to express concerns around the situation. The Minister for South Asia has also had regular engagement with the Indian High Commissioner. He raised the situation in Kashmir with the Indian Minister for Minority Affairs earlier this month.<\/p>

The UK remains deeply concerned by the continuing conflict and deteriorating humanitarian situation in Libya. We regularly call on all the parties to de-escalate, permit humanitarian access, support a ceasefire and return to the UN-led political process. We are clear there is no military solution to the conflict.<\/p>

The UK has contributed £1 million to the UN Flash Appeal for Libya. This is to provide funding to the World Health Organisation to deliver life-saving medical care and to the UN Office for the Coordination of Humanitarian Affairs to improve humanitarian access for agencies on the ground. Furthermore, the UN Central Emergency Response Fund (CERF) has released $2 million to provide life-saving assistance to civilians caught up in the fighting, including vulnerable migrants and refugees. The Prime Minister spoke to President Erdogan on the 12 and 20 October and called on Turkey to end its military operation. The UK has been consistently clear about the importance of transparent investigations into allegations of human rights violations, and holding to account all those responsible for such acts. I urged an independent investigation of reports of atrocities and incidents of sexual violence when I met Burma's Minister for the Office of the State Counsellor on 20 November<\/p>

The Government recently deployed two civilian experts to Bangladesh to conduct a capacity needs assessment on investigation and documentation of sexual violence perpetrated against members of the Rohingya community. In line with the EU Arms Embargo the UK does not sell Burma any equipment which might be used for internal repression. Our engagement with the Burmese military has been focused on educational training, designed to instil knowledge and awareness in the military of the requirement to observe human rights and the rule of international humanitarian law. The Special Representative on Preventing Sexual Violence in Conflict, Lord Ahmad of Wimbledon, made a statement at the 36th session of the Human Rights Council on 11 September which made clear that the UK strongly condemned all violence in Rakhine State and called on all parties to de-escalate tensions and address the humanitarian crisis.<\/p>
