In the Budapest Memorandum, in return for Ukraine giving up its nuclear weapons, Russia joined the United Kingdom and the United States in reaffirming their obligation to "refrain from the threat or use of force against the territorial integrity or political independence of Ukraine, and that none of their weapons will ever be used against Ukraine except in self-defence or otherwise in accordance with the Charter of the United Nations." Russia is in clear breach of those commitments as well as a number of other international obligations and commitments, including under the UN Charter and the OSCE Helsinki Final Act.<\/p>

The United Kingdom remains willing to engage on the basis of the Budapest Memorandum and in March 2014 the then Foreign Secretary took part in a Budapest format ministerial meeting. Russia refused to take part in that meeting, and has continued to refuse to engage despite the Budapest Memorandum committing them to such talks.<\/p>

We remain strong and active supporters of Ukraine's sovereignty and territorial integrity. This includes building the resilience and capacity of the Ukrainian armed forces through Operation Orbital, and playing a leading role in maintaining sanctions against Russia.<\/p>

The UK was one of the first countries to condemn President Putin's decision to sign a decree making it easier for Ukrainian citizens living in non-government controlled areas of eastern Ukraine to receive Russian passports. In a Foreign and Commonwealth Office statement, we made clear that rather than creating further obstacles to the reintegration of these communities into Ukraine, Russia should focus on implementing the Minsk Agreements in full. We also challenged Russia on this directly at the UN Security Council on 25 April, when the UK also expressed our support for Ukraine's sovereignty. This step by President Putin is the latest in a pattern of Russian behaviour aimed at threatening Ukraine's security and sovereignty and undermining its territorial integrity. The Foreign Secretary continues to discuss these issues with international partners. The Prime Minister has been clear that the UK is open to a different relationship, if Russia changes its behaviour. Ukraine is on the front line of Russia's aggressive actions. Russia has illegally annexed the Crimean peninsula, continues a conventional conflict in eastern Ukraine, and, most recently, has fired on Ukrainian ships. The UK is fully committed to upholding the sovereignty and territorial integrity of Ukraine within its internationally-recognised borders. The UK is working with international partners to resolve the conflict peacefully and helping Ukraine to strengthen its democracy and institutions. It is imperative that Russia abides by its commitments under the Minsk Agreements and withdraws its forces from all of Ukraine, including Crimea. Russia\u2019s actions in Ukraine have deliberately violated a number of international agreements and commitments including the 1997 Russia-Ukraine Treaty of Friendship. We continue to work with international partners to support Ukraine as it deals with the ongoing impact of Russia\u2019s aggression against it.<\/p>

We need to be very clear about where the fundamental problem lies. It is Russia which created this conflict, Russia which supplies weaponry and personnel to the separatists, and Russia which refrains from using its considerable influence on the separatists to get them to comply with their Minsk commitments.<\/p>

We fully support diplomatic efforts through the Minsk Process. It is imperative that Russia abides by its commitments under the Minsk Agreement and withdraws its forces from all of Ukraine, including Crimea.<\/p>

The granting of autocephaly by the Ecumenical Patriarchate of Constantinople to the Ukrainian Orthodox Church is a matter for the Orthodox Church.
