The UK continues to push for the early start of negotiations, without preconditions, on a Fissile Material Cut off Treaty (FMCT) in the Conference on Disarmament (CD). In order to help unblock the current impasse, earlier this year we submitted a draft proposal to establish a formal working group and an associated programme of work for the duration of the CD\u2019s 2016 session, which includes provision for FMCT issues to be included.<\/p>

The UK has a strong record on nuclear disarmament. As The Secretary of State for Defence, my right hon. Friend the Member for Sevenoaks (Mr Fallon) set out in his Written Ministerial Statement of 20 January 2015 (Official Report, column 4WS) the Government has met its commitment to implement the changes announced in the Strategic Defence and Security Review 2010 to reduce the number of operationally available warheads from fewer than 160 to no more than 120.<\/p>

As set out in the recent 2015 Strategic Defence and Security Review, we consider that our nuclear deterrent is the ultimate means to deter the most extreme threats. The UK National Report submitted in February in advance of the Nuclear Non-Proliferation Treaty Review Conference set out steps we have taken to support the goal of a world without nuclear weapons. The London P5 Conference took place at Lancaster House, 4-5 February, and covered a wide range of issues relevant to the Nuclear Non-Proliferation Treaty, encompassing disarmament, non-proliferation and the peaceful uses of nuclear energy. The Conference included outreach with a number of non-nuclear weapon states \u2013 Australia, Canada, Mexico, the Netherlands and the United Arab Emirates \u2013 as well as civil society. P5 delegates also visited the Atomic Weapons Establishment; this was part of our efforts to enhance transparency, but appropriate measures were put in place to ensure that our national security interests were protected.<\/p>
