The UK is deeply concerned by the ongoing reports of terrorist violence in Burkina Faso and the tragic consequences for the population. The number of displaced people due to instability continues to rise. As of March 2020, just under 800 000 people were recorded as displaced in Burkina Faso. The UK condemns the violence and is committed to working with all partners, including the G5 Sahel countries, to support those most in need and tackle the long-term drivers of instability in the region. In March<\/del>February<\/ins>, the Minister for Africa attended the first meeting of the Sahel Alliance General Assembly and G5 Leaders' Summit, where he reaffirmed the UK's commitment to improved security and increased development in the Sahel. We are also deeply concerned by reports of abuses and violations of human rights in Burkina Faso, including by armed groups and the Burkinabe security forces. We welcome the Government of Burkina Faso's commitment to investigate recent abuses and hold those responsible to account, including following the attack on Malian refugees on 2 May and the deaths of 12 detainees in mid-May.<\/p>

The UK is supporting Burkina Faso by providing life-saving humanitarian assistance to those affected by the crisis. Over £23 million of UK humanitarian aid will go to Burkina Faso between 2019 and 2021, including to help tackle food insecurity and treat acute malnutrition.<\/p>

We are also funding a number of programmes that help provide access to education in emergencies and support women's sexual and reproductive health. The UK is supporting the security response through non-combat assistance to the French-led counter-terrorism mission Operation BARKHANE, in the form of three CH47 chinook helicopters. The UK is also committed to helping the G5 Sahel Joint Force reach full operational capability - bilateral funding has gone towards the provision of non-lethal military equipment and support for the human rights compliance framework. In response to COVID-19, the UK has committed up to £744 million of UK aid to combat the virus and to reinforce the global effort to find a vaccine. In the Sahel, the UK is seeking to make sure existing programmes adapt to new needs and is working with partners like the World Bank, International Monetary Fund and the African Development Bank to ensure that countries in the region, including Burkina Faso, get the support they need to respond to COVID-19 and manage its impact.<\/p>

We are concerned about the occupation of an Ahmadiyya mosque in Kusur District, Punjab. The UK strongly condemns the persecution of all minorities, including the targeting of innocent people based on their beliefs. We engage at a senior level on the mistreatment of religious and ethnic groups, including Pakistanis from the Ahmadiyya Muslim community.<\/p>

\u200bThe Cruise Berthing Facility Project was raised during Lord Ahmad's visit to the Cayman Islands last year and the Governor maintains a regular dialogue with those on both sides of this debate. Environmental protection is an area of devolved responsibility in Overseas Territories. Cayman law requires that an environmental impact assessment be conducted before a development of this nature proceeds. An updated environmental impact assessment<\/del> scoping document <\/ins>has been submitted to the Environmental Assessment Board for review; once this review is complete a period of public consultation will commence before a final report is issued. Under the Blue Belt programme, United Kingdom funding has been provided to support the Overseas Territories protect and manage their marine environments. The programme is currently on course to protect 4 million square kilometres of ocean around the UKOTs. The UK remains deeply concerned by the conditions faced by migrants and refugees in Libyan detention centres. We continue to urge the Libyan authorities to pursue alternatives to detention and implement a better functioning migration system that respects human rights. The UK supports the UN's call for detention centres across Libya to be closed, and for the migrants and refugees within them to be evacuated to safety.<\/p>

We have repeatedly called for urgent humanitarian access for the UN and international humanitarian actors, and for all parties to adhere to International Humanitarian Law. The UK provided £1 million to the 2019 UN Flash Appeal, and was the first country to respond to the appeal. In April 2019, the UN released $2 million from the United Nations Central Emergency Response Fund (CERF) to provide life-saving assistance to civilians caught up in the escalating fighting in Libya, including vulnerable migrants and refugees. The UK was the biggest donor to the Central Emergency Response Fund (CERF) in 2018, providing £114.3<\/del> 89 <\/ins>million. As part of our current £75 million migration programme along the Central Mediterranean Route, we have allocated up to £5 million to humanitarian assistance and protection for migrants and refugees in Libya, including targeted healthcare provision.<\/p>

These efforts form part of the UK's comprehensive, 'whole-of-route' approach to protecting migrants and refugees who are travelling along the Central Mediterranean Route. This includes humanitarian assistance and protection for migrants and refugees, cracking down on people smuggling, supporting assisted voluntary returns and working intensively to end the conflict in Libya. To this end, the Prime Minister attended the Berlin Conference on 19 January, where attendees agreed to support the current ceasefire and UN-led political talks, and pledged to respect the UN arms embargo. The basis for reaching the conclusion that the Assad regime has lost all legitimacy is the clear evidence of the atrocities the regime has committed against the Syrian people, as documented by the UN Commission of Inquiry on Syria and other independent bodies. These atrocities include, but are not limited to, the repeated use of chemical weapons; repeated violations of international humanitarian law including attacks on civilian infrastructure such as schools and hospitals; and systematic use of torture, including sexual violence, and summary execution against those suspected of opposition to the regime. As the regime's security forces have played a major role in directing and committing these atrocities, we have no intention of encouraging the Global Coalition to cooperate with them.<\/ins><\/p>

The UK policy towards Sudan has been one of clear and public condemnation of human rights abuses, alongside a very limited process of engagement to explain to the Sudanese Government what needed to change in order that Sudan could progress and their relations with the international community could improve. As the protest movement gathered pace in 2018 and 2019, we publicly supported the calls of those protestors and pressured the government to heed those demands. Our approach has been described by many in the protest movement, and those now in government, as well judged and critical. <\/ins><\/ins><\/ins><\/p>

Our engagement with Sudan's former regime sought to maintain pressure on the then Sudanese authorities to make democratic reforms. The basis for reaching the conclusion that the Assad regime has lost all legitimacy is the clear evidence of the atrocities the regime has committed against the Syrian people, as documented by the UN Commission of Inquiry on Syria and other independent bodies. These atrocities include, but are not limited to, the repeated use of chemical weapons; repeated violations of international humanitarian law including attacks on civilian infrastructure such as schools and hospitals; and systematic use of torture, including sexual violence, and summary execution against those suspected of opposition to the regime. As the regime's security forces have played a major role in directing and committing these atrocities, we have no intention of encouraging the Global Coalition to cooperate with them.<\/ins><\/p>

The UK policy towards Sudan has been one of clear and public condemnation of human rights abuses, alongside a very limited process of engagement to explain to the Sudanese Government what needed to change in order that Sudan could progress and their relations with the international community could improve. Under the Geneva Conventions, States Parties must enact legislation to provide effective penal sanctions for those that commit, or order to be committed, grave breaches of the Conventions. States Parties must also search for persons alleged to have committed, or to have ordered to be committed, grave breaches of the Conventions, and ensure that they may be prosecuted before their courts, regardless of their nationality, or extradited, as appropriate. For the UK, the domestic criminal framework has been in place since the Geneva Conventions Act 1957. The UK works closely with the International Committee of the Red Cross and in particular with the British Red Cross to promote compliance with the Geneva Conventions and International Humanitarian Law (IHL).<\/ins><\/p>

When there are allegations of violations of the Geneva Conventions around the world, we have actively influenced decisions in the international arena to take action against perpetrators and to hold them to account. Our leading role in establishing and supporting the International Criminal Tribunal for Rwanda and the International Criminal Tribunal for the former Yugoslavia are examples where grave breaches of the Conventions were proven and persons held accountable. The UK also supports the work of the International Criminal Court, which investigates and prosecutes individuals within its jurisdiction alleged to have committed the gravest crimes of concern to the international community.<\/ins><\/p>

More recently The UK has repeatedly called on the Syrian regime to abide by the Conventions and has taken a leading role to hold Syria to account. Since 2016, we have committed almost £1 million to the UN International Impartial and Independent Mechanism (IIIM) to support the preparation of legal cases for serious crimes committed in the Syrian conflict. Following UK-led lobbying, on 1 August the UN Secretary General announced a new Board of Inquiry to investigate attacks on civilian infrastructure during the recent violence in Northwest Syria.<\/ins><\/p>

The Geneva Conventions are cornerstones of IHL but contemporary conflict brings challenges for IHL in a number of areas, such as new technologies and the classification of conflicts. Our Embassy in Khartoum closely monitors the concerning humanitarian situation across Sudan, and specifically in the conflict-affected States. An estimated 8.5m in Sudan are in need of urgent humanitarian assistance, with 6.3m categorised as crisis level food insecure. Specifically, 778,000 people in South Kordofan and 162,000 in Blue Nile are categorised as being crisis level food insecure. On 25 August, our Ambassador in Khartoum directly discussed the food security and humanitarian situation with Prime Minister Hamdok and with Mohamed Hasan Al-Ta'yushi, a civilian member of the Sovereign Council, which has succeeded the Transitional Military Council. He also raised the issue of ensuring full humanitarian access to all parts of Sudan with both the Prime Minister and Al-Ta'yushi. The UK is one of the largest humanitarian donors in Sudan delivering life-saving aid to those affected by conflict and natural disasters. We will work with the new Government of Sudan, when appointed, and international partners to address the humanitarian needs of those affected by years of conflict, political marginalisation and economic neglect across Sudan, especially in the conflict-affected States including South Kordofan and Blue Nile States.
