In 2021, the UK was the third largest development donor in the G7 as a percentage of GNI, spending over £11 billion on aid. The UK is committed to the global eradication of antimicrobial resistance and supports a wide range of activities to do this.<\/p>

<\/p>

Through our £265m ODA Fleming Fund, the UK builds partnerships with LMICs to strengthen AMR surveillance, diagnostics and laboratory capacity. The Global AMR Innovation Fund (GAMRIF), another UK aid fund, supports early-stage innovative research in underfunded areas of AMR research and development for the benefit of people in low- and middle-income countries.<\/p>

<\/p>

We have also used our aid budget to reduce the risks of antimicrobial resistance by helping prevent the emergence and spread of infectious diseases. Between April 2020 and December 2021, in partnership with Unilever the UK reached over 4 million refugees and internally displaced persons (IDPs) with handwashing messages to prevent the spread of infection in countries such as Bangladesh, Cameroon, Syria, South Sudan and Yemen. The UK also supports the work of the United Nations High Commissioner for Refugees, the International Organisation for Migration and the Red Cross Movement, each of which include work on water, sanitation and hygiene as part of their programming and support displaced persons, including refugees and migrants in camps.<\/p>

The government is committed to supporting the early years sector and, at Spring Budget, announced an extra £4.4 billion of investment by 27-28 for the free hours offers in England. Through this package, the government will be more than doubling its spend on free childcare hours.<\/p>

Local authorities are required by legislation to deliver free early education entitlements places through providers registered on the Ofsted Early Years Register. This can include nurseries, childminders (including those registered with a childminder agency) and schools which take children aged two and over and which are therefore exempt from registration with Ofsted as early years providers.<\/p>

The government recognises the value of the UK\u2019s world leading creative industries.<\/p>

<\/p>

The eight creative industries tax reliefs support and incentivise the production of culturally British content. At Spring Budget 2023, the government went further to support the creative industries through the tax reliefs.<\/p>

<\/p>

The government extended the 45% (for non-touring productions) and 50% (for touring productions) rates of the theatre, orchestra and museums and galleries reliefs for two years. The sunset clause of the museums and galleries exhibition tax relief was also extended for two years.<\/p>

<\/p>

The audio-visual tax reliefs will be reformed to refundable expenditure credits, which will provide a greater benefit than the current reliefs. Film, high end TV productions and video games will be eligible for a credit rate of 34% and animation and children\u2019s TV productions will receive a rate of 39%.<\/p>

The Government recognises the value of R&D intensive SMEs to the UK\u2019s wider innovation ecosystem, and at Autumn Statement 2022 committed to working with industry ahead of Budget to understand whether further support is necessary for R&D intensive SMEs.<\/p>

It is the most R&D intensive loss-making companies that are most affected by the AS22 rate changes, and which the additional tax relief is seeking to target.<\/p>

The Government has estimated around 20,000 SMEs will benefit from this scheme per year. This estimate and the estimated cost of the measure are based on HMRC administrative data.
