At Spring Budget 2020, the Chancellor announced a commitment of at least £800m for the deployment of Carbon Capture and Storage (CCS) in the 2020s. These assets will play an important role in the production of hydrogen made from fossil fuels, known as “blue” hydrogen.

Furthermore, in 2019, the Government announced a £100m Low Carbon Hydrogen Production Fund to incentivise future private sector investment in low carbon hydrogen, while earlier this year, the Government published a response to a consultation on CCS business models, including for low carbon hydrogen production.

These measures will ensure that the UK economy is well-placed for future strategic decisions on the use of hydrogen, and that the private sector has confidence to provide investment.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4597", "label" : {"_value" : "Biography information for Kemi Badenoch"} } , "answeringMemberConstituency" : {"_value" : "Saffron Walden"} , "answeringMemberPrinted" : {"_value" : "Kemi Badenoch"} , "dateOfAnswer" : {"_value" : "2020-09-09", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2020-09-09T11:14:00.71Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "14"} , "answeringDeptShortName" : {"_value" : "Treasury"} , "answeringDeptSortName" : {"_value" : "Treasury"} , "date" : {"_value" : "2020-09-07", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Hydrogen: Investment"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Chancellor of the Exchequer, what discussions he has had with the Secretary of State for Business, Energy and Industrial Strategy on measures to support private investment in UK hydrogen projects.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4866", "label" : {"_value" : "Biography information for Alexander Stafford"} } , "tablingMemberConstituency" : {"_value" : "Rother Valley"} , "tablingMemberPrinted" : [{"_value" : "Alexander Stafford"} ], "uin" : "86221"} , {"_about" : "http://data.parliament.uk/resources/1231795", "AnsweringBody" : [{"_value" : "Treasury"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1231795/answer", "answerText" : {"_value" : "

Although the Treasury sets the legal framework for the regulation of financial services, it does not have investigative powers of its own.

The Financial Conduct Authority (FCA) is responsible for the regulation and monitoring of regulated mortgage and consumer lending. The FCA assesses every regulated firm’s fitness to trade as part of the authorisation process, including banks, and it has put in place binding standards on firms. It proactively monitors the market, focusing on the areas most likely to cause consumer harm, and it has various methods to punish breaches of its rules – there is no limit on the fines it can levy and, crucially, it can force firms to compensate consumers. In addition to following FCA rules, banks undertaking regulated consumer credit lending must also comply with relevant parts the Consumer Credit Act 1974.

On business lending, the Government continues to monitor the market and work closely with banks and other finance providers to ensure SMEs can access the finance they need, including through the government-backed loan guarantee schemes.

If, as a result of a bank’s lending practices, an individual or an SME feels they have been treated unfairly they can refer complaints to the Financial Ombudsman Service (FOS). The FOS provides a free, independent dispute resolution service for bank customers.
