The new probation structure that was put in place by the previous Government is designed to respond to this by providing for management of offenders initially allocated to a CRC to transfer to the NPS if their risk increases to the higher level.<\/p> In the first eight months following the handover of the CRCs to their new owners, 5281 offenders have been transferred from CRCs to NPS, out of a total of 234,229 offenders managed by the CRCs and NPS.<\/p>"}

Since 2010 the number of self-harm incidents and self-inflicted deaths by prisoners on remand has fallen significantly. All prisons are required to have procedures in place to identify, manage and support people who are at risk of harm to themselves, and the National Offender Management Service (NOMS) has put in place additional resources to undertake this safer custody work. NOMS has also reviewed case management process for prisoners assessed as being at risk and will be acting on the recommendations in due course.<\/p>
The national statistics on safety in custody use the following categories: self-harm incidents are defined as \u201cany act where a prisoner deliberately harms themselves irrespective of the method, intent or severity of any injury\u201d; and self-inflicted deaths are defined as \u201cany death of a person who has apparently taken his or her own life, irrespective of intent.\u201d They do not include a separate category of \u201cattempted self-inflicted death\u201d, because the intent of the prisoner is often unknown. Some incidents are more likely to result in a fatality than others, but the point at which a self-harm incident becomes an attempted self-inflicted death is unclear. For this reason, the tables below include the answers to parts (a) and (c) of the question only. It is not possible to provide the proportion of prisoners that self-harm incidents relate to, as more than one incident may be attributed to the same individual. Instead, a rate per 1,000 prisoners has been provided.<\/p>

], "answer" : {"_about" : "http://data.parliament.uk/resources/436827/answer", "answerText" : {"_value" : " Between 1 May 2010 and 30 September 2015 60 prison officers left the prison service, received severance payments and have subsequently re-joined the National Offender Management Service as prison officers.<\/p> <\/p> Over the last Parliament, NOMS delivered £334m prison efficiency savings and £169m savings in prison capacity management through prison closures and the introduction of benchmarking.<\/p> <\/p> Voluntary exit was used in the last Parliament as a result of the closure of uneconomic prison places. These prison closures and benchmarking reforms have delivered savings of £300 million a year, with the average cost per prison place falling in real terms by 19% since 2009/10.<\/p> <\/p> <\/p> This figure is rounded to the nearest 10, with numbers ending in 5 rounded to the nearest multiple of 20 to prevent systematic bias. As with all HR databases, extracts are taken at a fixed point in time, to ensure consistency of reporting. However the database itself is dynamic, and where updates to the database are made late, subsequent to the taking of the extract, these updates will not be reflected in figures produced by the extract. For this reason, HR data are unlikely to be precisely accurate, and to present unrounded figures would be to overstate the accuracy of the figures. Rounding to 10 accurately depicts the level of certainty that is held with these figures.<\/p>
