The Ministry of Justice does not hold data relating to whether individual cases were taken out on a vexatious basis, as there is no statutory definition for this. In addition, data relating to domestic abuse cases handled by the family courts does not identify whether the applicant has previously been a perpetrator of domestic abuse.<\/p>

However, it is unacceptable for someone to use court processes to harass or abuse a former partner. The family court has wide powers to manage such situations, including striking out an action it views as an abuse of process, and the power to prevent a person from making further applications without prior permission of the court.<\/p>

We recognise that shoplifting is not a victimless crime. It causes cost and disruption to businesses, as well as damage to communities and consumers. We encourage all victims, including shop workers, to report these crimes to the police so that they can be recorded and dealt with accordingly.<\/p>

<\/p>

A report by the Centre for Social Justice issued last year concluded that people addicted to heroin and crack cocaine account for 70% of shop thefts. We are committed to ensuring the most vulnerable offenders, including those with drug addictions, are able to access support at the right time. This includes diverting offenders away from custody where appropriate.<\/p>

<\/p>

Out of Court Disposals are one important tool available in addressing shop theft \u2013 they allow the police to deal quickly and proportionately with low-level offending. Where an Out of Court Disposal is appropriate, we encourage the use of disposals which have a condition attached (be that rehabilitative, reparative, punitive or restrictive). This can achieve rapid compensation and/or divert offenders into rehabilitative services to address the root causes of their offending behaviour.<\/p>

These figures show that CRC performance against target for completion of resettlement plans was at 95.5% for this period.<\/p>

The Government has acted decisively in response to issues with CRC performance by bringing forward the end of CRC contracts and consulting on a range of proposals to better integrate probation provision. The contract changes we agreed with CRCs last year include £22m per year in additional funding for Through The Gate services, which will mean approximately 500 more staff working with offenders in prison after April 2019.<\/p>

We have launched a consultation on proposals to introduce more effective future delivery arrangements. We want to learn from what has worked well and what hasn\u2019t and better integrate public, private and third sector providers in future arrangements. We regard well-run prisons as fundamental to the proper functioning of our justice system, and a vital part of our reform plans. Private providers continue to play an important role in the prison estate. The ability for G4S to take back control of the prison will not happen until we are assured that it would be safe to do so and that the issues which gave rise to the step-in have been remedied and are not likely to reoccur. The decision to return the prison to G4S control will be determined by their capacity to safely manage the prison and maintain a trajectory of improvement across a range of issues. We have therefore taken the decision to extend the step-in until the summer, when the position will be reviewed. This will provide time for the changes we are making to bed in, for improvements to gather pace, and for a conclusion to be reached on the longer-term future of the prison.<\/p>

In common with all Government Departments, the Ministry of Justice has considered what impacts there might be on its institutions of leaving the EU without a deal, including on prisons.<\/p>

<\/p>

Preparations are underway to ensure we are ready for this scenario. This includes working closely with the Department of Health to make sure that the supply of health products to prisoners is not disrupted; ensuring that our food and retail contracts have alternative arrangements in case of disruption through ports; and co-operating with other Government Departments to prepare for contingencies such as potential traffic disruption in the South East.<\/p>

<\/p>

Delivering a revised deal negotiated with the EU remains the Government\u2019s top priority. This has not changed. The Government is accelerating no deal preparations to ensure the country is prepared for every eventuality. It is the responsible thing to do. In common with all Government Departments, the Ministry of Justice has considered what impacts there might be on its institutions of leaving the EU without a deal, including on prisons.<\/p>

<\/p>

Preparations are underway to ensure we are ready for this scenario. This includes working closely with the Department of Health to make sure that the supply of health products to prisoners is not disrupted; ensuring that our food and retail contracts have alternative arrangements in case of disruption through ports; and co-operating with other Government Departments to prepare for contingencies such as potential traffic disruption in the South East.<\/p>

Delivering a revised deal negotiated with the EU remains the Government\u2019s top priority. This has not changed. The Government is accelerating no deal preparations to ensure the country is prepared for every eventuality. It is the responsible thing to do.
