All Government departments have a responsibility to comply with the Public Sector Equality Duty (PSED) under the Equality Act 2010.

As such, when formulating any policy changes, Ministers must have due regard to the need to: (1) eliminate discrimination, harassment, victimisation and any other conduct prohibited by or under the Equality Act 2010, (2) advance equality of opportunity between persons who share a relevant protected characteristic and those who do not, and (3) foster good relations between people who share a protected characteristic and those who do not.

This ongoing duty has been and will continue to be met. The consultation document has addressed these three limbs of the PSED which are referenced on pages 21 to 22 (https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/844954/Unauthorised_Encampments_-_consultation_paper.pdf).
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4311", "label" : {"_value" : "Biography information for Baroness Williams of Trafford"} } , "answeringMemberPrinted" : {"_value" : "Baroness Williams of Trafford"} , "dateOfAnswer" : {"_value" : "2020-03-18", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2020-03-18T16:40:42.87Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "1"} , "answeringDeptShortName" : {"_value" : "Home Office"} , "answeringDeptSortName" : {"_value" : "Home Office"} , "date" : {"_value" : "2020-03-04", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Travellers: Trespass"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government, further to the Written Answers by Baroness Williams of Trafford on 13 February (HL1230, HL1231, HL1232), why the Equality Impact Assessment was not included in the consultation Strengthening police powers to tackle unauthorised encampments.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/2510", "label" : {"_value" : "Biography information for Baroness Whitaker"} } , "tablingMemberPrinted" : [{"_value" : "Baroness Whitaker"} ], "uin" : "HL2251"} , {"_about" : "http://data.parliament.uk/resources/773536", "AnsweringBody" : [{"_value" : "Department of Health"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/773536/answer", "answerText" : {"_value" : "

The Prime Minister announced an independent review of mental health legislation and practice to tackle the issue of mental health detention on 4 October 2017. The independent review will look at a range of issues, and central to this will be a consideration of why rates of detention are increasing, and what can be done to reduce inappropriate detention and improve how different agencies respond to people in crisis. The review will make recommendations to Government in 2018.

In addition to this, NHS England is considering the findings of the independent Commission to review the provision of acute inpatient psychiatric care for adults and intends to publish a response shortly. The Commission was established by the Royal College of Psychiatrists in January 2015 to review the provision of acute inpatient psychiatric beds. Its report Old problems New Solutions: Improving acute psychiatric care for adults in England, published in January 2016, made a number of recommendations for improving the service. The UK is supportive of the Saudi Arabian-led Coalition military intervention, which came at the request of President Hadi, to deter aggression by the Houthis and forces loyal to the former president Saleh, and allow for the return of the legitimate Yemeni government. We are aware of reports of alleged violations of International Humanitarian Law (IHL) in Yemen by all sides to the conflict and take these very seriously. We have raised our concerns with the Saudi Arabian government and have received repeated assurances of IHL compliance and continue to engage with them on those assurances. We have also raised our concerns with the Houthis on the importance of compliance with IHL and international human rights law. A political solution is the best way to bring long term stability to Yemen and avoid a humanitarian catastrophe. The UK fully and actively supports the UN’s efforts to achieve an end to the conflict.
