The UK fully supports NATO's offer of a NATO-Russia Council first made in February 2020, regrets that Russia is currently choosing not to accept it and encourages Russia to do so. All Allies support a dual-track approach to Russia of strengthened deterrence and defence, alongside dialogue. This was most recently affirmed by Allied Leaders when they met in Brussels for the June 2021 NATO Summit. HMG continues to support NATO's openness to periodic, focused and meaningful dialogue with Russia, but there can be no return to business as usual until Russia ceases its aggressive actions and returns to compliance with its obligations under international law. At any NATO-Russia Council, discussion of Russia's illegal occupation of Crimea should be the first item on the agenda.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4062", "label" : {"_value" : "Biography information for Lord Goldsmith of Richmond Park"} } , "answeringMemberPrinted" : {"_value" : "Lord Goldsmith of Richmond Park"} , "dateOfAnswer" : {"_value" : "2021-11-12", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2021-11-12T13:47:19.597Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "208"} , "answeringDeptShortName" : {"_value" : "Foreign, Commonwealth and Development Office"} , "answeringDeptSortName" : {"_value" : "Foreign, Commonwealth and Development Office"} , "date" : {"_value" : "2021-11-01", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "NATO-Russia Council"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government what discussions they have had with the government of Russia about the future of the NATO–Russia Council.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/670", "label" : {"_value" : "Biography information for Lord Goodlad"} } , "tablingMemberPrinted" : [{"_value" : "Lord Goodlad"} ], "uin" : "HL3574"} , {"_about" : "http://data.parliament.uk/resources/1191394", "AnsweringBody" : [{"_value" : "Department of Health and Social Care"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1191394/answer", "answerText" : {"_value" : "

The UK Government is deeply concerned by the situation in Rakhine and by the conflict in Kachin and Northern Shan. We continue together with other countries and the UN to urge the Government of Burma to allow immediate unrestricted access for humanitarian aid. The Government of Burma has now committed to restoring humanitarian access. We are pressing for and stand ready to support the delivery of this commitment. In practice, worrying restrictions on humanitarian assistance remain in parts of Kachin, Northern Shan and Rakhine.

The UN is already undertaking substantial advocacy efforts on Burma both within Burma and internationally. The UN Secretary General visited Burma and raised humanitarian issues with Aung San Suu Kyi in August 2016. The Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, Stephen O’Brien raised issues of humanitarian access with Aung San Suu Kyi during his October 2016 visit to Burma. We do not presently propose to urge the UN Secretary-General to meet again with Aung San Suu Kyi.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/1091", "label" : {"_value" : "Biography information for Lord Bates"} } , "answeringMemberPrinted" : {"_value" : "Lord Bates"} , "dateOfAnswer" : {"_value" : "2016-12-07", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2016-12-07T16:31:00.23Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "20"} , "answeringDeptShortName" : {"_value" : "International Development"} , "answeringDeptSortName" : {"_value" : "International Development"} , "date" : {"_value" : "2016-11-28", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Burma: Humanitarian Aid"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty’s Government whether they will urge the UN Secretary-General to meet Aung San Suu Kyi and others in Burma to discuss the lifting of all current restrictions imposed on aid in Burma.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/3895", "label" : {"_value" : "Biography information for Baroness Kinnock of Holyhead"} } , "tablingMemberPrinted" : [{"_value" : "Baroness Kinnock of Holyhead"} ], "uin" : "HL3574"} , {"_about" : "http://data.parliament.uk/resources/169084", "AnsweringBody" : [{"_value" : "HM Treasury"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/169084/answer", "answerText" : {"_value" : "
