The White Paper on International Development reaffirmed the UK's commitment to deploy policy and investment to advance and strongly defend universal access to comprehensive Sexual and Reproductive Health and Rights (SRHR) in line with Sustainable Development Goal target 5.6.<\/p>

The UK Government is committed to driving progress and demonstrating leadership on SRHR globally as a major donor, through our diplomatic network and in collaboration with partners. For example, the UNFPA Supplies Partnership averted 8 million unintended pregnancies, 2.2 million unsafe abortion and 170,000 maternal and child deaths in 2022, with the UK as their largest donor. The Women's Integrated Sexual Health (WISH) Programme supported 9.5 million women to use modern methods of contraception and averted over 45,000 maternal deaths, 5 million unsafe abortions and over 16 million unintended pregnancies from the programme's inception to 2021. We believe the Israeli government's decision to designate six Palestinian NGOs as terrorist organisations and the raids on their offices and on St Andrew's Church in Ramallah are deeply troubling developments. Civil society organisations play an important role in upholding human rights and democracy, they must be able to operate freely in the Occupied Palestinian Territories (OPTs). We continue to engage with a number of these organisations and the UK stands in solidarity with Christian communities in the OPTs. The Employer Skills Survey 2017 identified 1,007,000 vacancies, of which 226,000 were skill-shortage vacancies (SSVs) \u2013 representing 22% of all vacancies. This percentage has remained broadly stable over several waves of the survey \u2013 23% in 2015. Employers were most likely to report SSVs for Skilled Trades (42% of all Skilled Trades vacancies were SSVs), Machine Operatives (31% of all these vacancies were SSVs) and Professionals (30% of all these vacancies were SSVs). These proportions are also in line with 2015 percentages. We are awaiting results of the 2019 survey.<\/p>

<\/p>

We have put in place a range of measures to tackle skills gaps. We are making apprenticeships longer, better, with more off-the-job training and proper assessment at the end, with new standards across all levels being designed and driven by the industry so they can equip people with the skills they need. We will be investing up to £500 million a year in T levels, a high quality technical alternative to A levels, which will be more rigorous than current vocational courses and involve employers in their development to ensure the qualifications have real labour market value.<\/p>

We also investing up to £290 million of capital funding to establish 20 new Institutes of Technology, which will be the pinnacle of technical training offering higher technical education and training in key sectors such as digital, construction, advanced manufacturing and engineering.<\/p>

<\/p>

We have also invested £100 million into establishing a National Retaining Scheme, which will help prepare adults for future changes to the economy, including those brought about by automation, and help them retrain into better jobs. On top of this we are investing an extra £3 billion, over the course of this Parliament, for a new National Skills Fund to help people learn new skills and prepare for the economy of the future. The fund will help ensure that businesses can find and hire the workers they need and help people fulfil their potential.<\/p>

On 4 October 2017, the Prime Minister announced an independent review of mental health legislation and practice to tackle the issue of mental health detention. The independent review will look at a range of issues, and central to this will be a consideration of why rates of detention are increasing and what can be done to reduce inappropriate detention and improve how different agencies respond to people in crisis. The review will make recommendations to Government in 2018.<\/p>

<\/p>

The Government recognises that improved community mental health services need to be in place, to support people before their mental health deteriorates to the point they need to be detained under the Mental Health Act. Crisis Resolution and Home Treatment Teams will therefore receive £400 million in additional funding by 2021, to ensure that they can offer a responsive service at all times of the day.<\/p>

<\/p>

The Government is also investing £247 million to 2021 in mental health support in hospital emergency departments, and police forces are working National Health Service partners to deliver street triage services to support people with immediate mental health needs. The Government has already introduced a waiting time standard to help ensure that people receive rapid access to Early Intervention in Psychosis services, and in August 2017, 75.3% of patients started treatment within two weeks of referral.<\/p>

On 18 October, the Government launched a new £15 million scheme, Beyond Places of Safety. The UK directly supports a number of bilateral education programmes for refugees providing indirect support through multilateral contributions to organisations such as UNHCR. Specifically on the Syria crisis, in 2015/16 UK Aid, as part of the No Lost Generation Initiative (NLGI), has provided nearly 392,000 children in Syria and the wider region with formal education and nearly 95,000 with non-formal education. Additional psychological support has been provided to nearly 199,000 children, and 350,000 text books to children in Lebanon, nearly 100,000 of which are Syrian refugees.<\/p>

The UK has been instrumental in creating a new global fund for education in emergencies and protracted crises \u2013 called \u2018Education Cannot Wait\u2019 \u2013 which was launched at the World Humanitarian Summit in May this year. This fund will support displaced children to access quality education, as part of its wider mandate to improve education in emergency and crises affected countries. The UK pledged £30million for two years to the fund, as the largest founding donor, which will contribute towards the fund reaching 4.5 million children in its first two years. The UK also supports research on refugee education, education in emergencies and through a new partnership with the World Bank on their Global Program on Forced Displacement.<\/p>

We are aware of reports of alleged violations of International Humanitarian Law (IHL) in Yemen by all sides to the conflict and take these very seriously.
