The Driver and Vehicle Standards Agency\u2019s (DVSA) database records every vehicle that has an MOT, and the dates the MOTs were carried out. Authorities, such as the Police, have access to that data should they need to check if a vehicle has a valid MOT. There is no comparable database for vehicles which do not have a valid MOT.<\/p>

As such, it is not possible to determine the number, or proportion, of vehicles being used illegally without an MOT in England or the constituency of Easington.<\/p>

MOT testers are required to check if exhausts comply with the Construction and Use regulations that prohibit alterations which create excessive noise. Testers are generally capable of identifying these instances without a decibel meter, and those that are not can be identified by the Driver and Vehicle Standards Agency. The MOT is an important safeguard, but excessive motor vehicle noise is also a result of nuisance driver behaviour that is regulated by local authorities.<\/p>

The Department ran a consultation between 18 January and 22 March on the proposal to defer the date of a light vehicle\u2019s first MOT from three to four years. The results of the consultation are currently being considered by ministers and a response will be issued in due course.<\/p>

The impact assessment and its annex include a full consideration of the potential decrease in road safety due to more time and mileage passing before a vehicle\u2019s first MOT under a one-year increase to the first date.
