No such specific assessment has been made. Private companies have always played a role in the National Health Service, and patients should expect a safe and good quality service regardless of whether their care is delivered by private sector or public sector providers. Local integrated care boards are responsible for commissioning health and care services for their local populations, in line with the standards set out in the NHS Standard Contract.

The Care Quality Commission is the independent regulator of health and care services. All providers of regulated activities, including those in the private sector, must register with the Care Quality Commission, and follow a set of fundamental standards of safety and quality, below which care should never fall.

The Care Quality Commission also has a duty under the Mental Health Act 1983 to monitor how services exercise their powers and discharge their duties under the act when patients are detained in hospital or are subject to community treatment orders or guardianship.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4492", "label" : {"_value" : "Biography information for Maria Caulfield"} } , "answeringMemberConstituency" : {"_value" : "Lewes"} , "answeringMemberPrinted" : {"_value" : "Maria Caulfield"} , "dateOfAnswer" : {"_value" : "2024-05-20", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2024-05-20T17:05:21.9Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health and Social Care"} , "answeringDeptSortName" : {"_value" : "Health and Social Care"} , "date" : {"_value" : "2024-05-15", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Mental Health Services: Private Sector"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Health and Social Care, what recent assessment she has made of the (a) prevalence of the use of, (b) adequacy of the standards of service provided by and (c) potential impact on patient outcomes of the use of the private sector in the provision of mental health services in the NHS; and what steps she has taken to help ensure compliance by the private sector with the Code of Practice: Mental Health Act 1983.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/429", "label" : {"_value" : "Biography information for Derek Twigg"} } , "tablingMemberConstituency" : {"_value" : "Halton"} , "tablingMemberPrinted" : [{"_value" : "Derek Twigg"} ], "uin" : "26363"} , {"_about" : "http://data.parliament.uk/resources/1718236", "AnsweringBody" : [{"_value" : "Prime Minister"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1718236/answer", "answerText" : {"_value" : "

End of Custody Supervised Licence (ECSL) began in October 2023. Analysis of its use will be based on at least one year’s worth of data and published in line with the same approach we take for other statistical releases such as deaths of offenders in the community.

Release under ECSL follows the same planning and arrangements as release at the normal automatic release point and that includes making suitable arrangements for accommodation.

We know that having a safe place to stay helps cut crime which is why we are investing in our transitional accommodation service so prison leavers can have a guaranteed 12 weeks of basic, temporary accommodation to provide a stable base on release.

Prisons and Probation have a statutory duty to refer someone at risk of homelessness to a local authority for assistance and we have worked closely with DLUHC on the design and delivery of their Accommodation for Ex-Offenders scheme.
