We regularly discuss these and other issues with the Turkish government. Turkey is a key partner for the EU in the migration crisis borne out of the situation in Syria. The Channel Islands and the Isle of Man have a special relationship with the EU, provided under Protocol 3 to the UK\u2019s Treaty of Accession to the European Community. The procedure governing a country\u2019s departure from the EU is set out in Article 50 of the Treaty on European Union. This provides for a period of two years for the negotiation of exit terms. After two years, the departing Member State is deemed to have left the EU, meaning that both the rights and the obligations that derive from membership would lapse. This two year deadline can be extended, but only by unanimous agreement of all EU Member States.<\/p>

At the February European Council, the Government negotiated a new settlement, giving the United Kingdom a special status in a reformed European Union. The Decision of the Heads of State or Government, meeting within the European Council, concerning a new settlement for the United Kingdom within the European Union, section C, paragraph 1, recognises that the United Kingdom is \u201cnot committed to further political integration into the European Union\u201d. This will be incorporated into the Treaties at the time of their next revision \u201cso as to make it clear that the references to ever closer union do not apply to the United Kingdom\u201d.<\/p>

In addition, the Decision states that \u201cthe references in the Treaties and their preambles to the process of creating an ever closer union among the peoples of Europe do not offer a legal basis for extending the scope of any provision of the Treaties or of EU secondary legislation.
