The Government is investing £5.6 billion between 2021 and 2027 to better protect communities across England from flooding and coastal erosion. This includes the £200 million Flood and Coastal Innovation Programme (FCIP). As part of FCIP, Ministers have allocated £36m over six years, to develop a \u2018Coastal Transition Accelerator Programme\u2019 to trial opportunities, and innovative practical actions, in a small number of coastal areas at significant risk of coastal erosion, to transition and adapt to a changing climate. The practical adaptation actions will likely include activities that support and facilitate the managed transition of property and facilities at risk of coast erosion providing an anticipatory approach in advance of coastal change.<\/p>

<\/p>

The National Heritage Memorial Fund (NHMF), arm\u2019s length body of the Department for Culture, Media and Sport, awarded a £500,000 grant to English Heritage's Hurst Castle Stabilisation Feasibility Project<\/a> (see attached) in 2022 to survey damage from coastal erosion and develop a plan to protect the castle for the long term. Further details of accessing NHMF grants can be found on the National Heritage Memorial Fund website.<\/p>

The Environment Agency (EA) has not made any assessment of reports on this subject and does not plan to conduct any such assessments in England.<\/p>

<\/p>

The impact on food produced in proximity to waste incinerators is considered as part of environmental permitting regulations. The EA is responsible for deciding whether new incinerators in England should get a permit to operate. For each permit application it receives, the EA uses the results of air quality modelling and a human health risk assessment (HHRA) to determine the impact of the proposed incinerator.<\/p>

<\/p>

The HHRA assesses impacts on the food chain. Impact assessments are very conservative and permit decisions are based on worst-case scenario impacts.<\/p>

<\/p>

The EA also consults the UK Health Security Agency and the Food Standards Agency (FSA) on every permit application it receives and will not issue a permit if the proposed plant could cause significant pollution or harm to human health, including via the food chain.<\/p>

<\/p>

The FSA is responsible for the management of public health risks in relation to food. In general, the FSA considers that if incinerator facilities are correctly operated and monitored, with the appropriate level of emissions abatement, there should be no impact on the local area in terms of elevated levels of contaminants in soil and locally produced food. The Border Target Operating Model (BTOM) sets out our new global regime of border controls that makes better use of technology and data to reduce friction and the cost of border controls for businesses and consumers when compared to the proposed July 2022 regime. It will create a radically simpler yet secure experience for traders moving goods across the UK border.<\/p>

After engaging with stakeholders and considering the implementation challenges they raised, alongside the need to manage biosecurity risks, we have adapted the timeline we originally published in the draft version of the BTOM to give businesses and their supply-chains more time to prepare. Many goods, including more than 60% of animal product consignments, are now deemed low risk and either not controlled at all or only subject to pre-notification, and medium risk goods are subject to fewer physical checks than the EU\u2019s regime.<\/p>

<\/p>

Defra has also introduced several facilitations for groupage movements, as well as developing our Certification Logistics Pilot. Those facilitations include: relaxed official sealing requirements for animal products; greater flexibility in transporting groupage loads; elimination of 'Either/Or' sections in health certificates; the use of schedules allowing greater number of similar animal products under a single export health certificate, and greater flexibilities in the pre-notification and import declaration processes.<\/p>

The UK REACH restriction process relating to lead in ammunition was initiated in 2021 by the then Defra Secretary of State, with the agreement of the Scottish and Welsh Governments. This triggered a process under the UK REACH regulations, with the dossier preparation and recommendations process led by the Health and Safety Executive (HSE).<\/p>
