The Foreign and Commonwealth Office (FCO) spent over 61% of the £1,182m Conflict Stability and Security Fund (CSSF) in FY 17/18, running programmes across the world. FCO-led foreign policy projects and programmes help advance our national security interests and the UK Aid Strategy\u2019s objectives. Decisions on ending programmes are based on a wide range of factors. We take robust and swift action if there are allegations of funds being diverted to terrorist groups, and we continue to apply HMG\u2019s Overseas Security and Justice Assistance (OSJA) guidance. The OSJA guidance is designed to ensure that our assistance meets the UK\u2019s human rights obligations and values.<\/p>

Since the start of FY 17/18 we have made the decision to close two Conflict Stability and Security Fund projects in relation to which concerns of this nature had been raised.<\/p>

The first of these is the Access to Justice and Community Service (AJACS) programme. We have recently made a decision to draw down funding to this programme by the end of September. The AJACS project supports security and stability in opposition-held regions of Syria by supporting the operation of the Free Syria Police. Over recent months, we judge the situation on the ground in those regions has become more difficult, shifting the balance between the potential gains and the risks of this project. Risks include those relating to proper use of programme funds, influence of armed groups, and human rights.<\/p>

The third phase of the High Level Revitalisation Forum closed on 23 May with the parties unable to reach agreement on the key governance and security issues that are essential for long term peace. However, following a meeting of the Intergovernmental Authority on Development (IGAD)'s Council of Ministers, IGAD has decided to convene a further round of discussions between the parties to push for a viable agreement.<\/p>

The UK continues to engage closely with IGAD and its member states to urge them to take clear, robust action against those who violate the Cessation of Hostilities Agreement (COHA). Violations have continued since the agreement was signed in December. The Minister for Africa, along with senior officials including the UK Ambassador to South Sudan and the UK Special Representative, consistently raise the UK's concerns about ongoing violations of the COHA with IGAD and its member states, and continue to urge swift action against spoilers.<\/p>

We continue to provide financial and political support to the ceasefire monitoring body, the Ceasefire and Transitional Security Arrangements Monitoring Mechanism (CTSAMM), to ensure that it is able to continue reporting on violations in a timely manner. We are nevertheless concerned that some CTSAMM reports have not been made public.
