The Government is aware of this important issue and DCMS is exploring options, including legislation, for how we may be able to prevent the dispersal, and therefore potential loss of these collections. One option is considering whether the Corporate Insolvency and Governance Act 2020 can be used as a means of saving museum collections in the event of insolvency.<\/p>
Since the beginning of the COVID-19 crisis officials and ministers have been in even more regular contact with museums and sector organisations to understand the impact of the pandemic, the measures the Government has taken to fight it and to understand what support museums and heritage organisations need and how best to get it to them. On 5th July, the Government announced a £1.57 billion support package to protect Britain\u2019s world-class cultural, arts and heritage institutions. In addition, DCMS arms\u2019 length bodies have created sector specific support. Arts Council England launched a £160 million Emergency Funding Package, the National Lottery Heritage Fund launched the £50 million Heritage Emergency Fund, and Historic England launched a £2 million Emergency Fund. This emergency short-term funding will help address pressures over the next 3-6 months for those organisations most in immediate need.<\/p>
The Government has also announced unprecedented support for business and workers, to protect them against the current economic emergency. This includes the Coronavirus Jobs Retention Scheme and VAT payment deferrals. We know that the Coronavirus Job Retention Scheme, in particular, has been a lifeline for the museum sector. The Government continues to monitor the impact of these and other measures.<\/p>
<\/strong> In 2017 the government published the Mendoza Review of Museums in England. My department continues to work on implementing the recommendations of that review, which were aimed at creating an environment in which museums could flourish. As part of this work we have considered a number of more recent publications and reports regarding museums issues and my officials have met with the Museums Association to discuss their work.<\/p> The museum sector in England is vibrant and dynamic, and has an impact on a wide variety of social outcomes including education, health and wellbeing, community cohesion and social inclusion. Independent museums are an important and successful part of the museums sector: around half of the museums accredited by Arts Council England are independent. In addition, the Association of Independent Museums estimates that they are visited by over 9 million people annually.<\/p> <\/p> Over the last ten years, museums have received over £800m annually from public sources. DCMS supports museums through Arts Council England, the museum sector development agency. Arts Council England funds some independent museums directly as National Portfolio Organisations, as well as supporting many projects run by them through its grants programmes and strategic funds. It also funds Sector Support Organisations and Museum<\/p> Development organisations which can also assist independent museums. Independent museums are eligible for other public funding such as capital grants from the National Lottery Heritage Fund and support for permanent and temporary exhibitions through the Museums and Galleries tax relief introduced in 2017. The £4m 2018-20 round of DCMS/Wolfson Museums and Galleries Improvement Fund awarded 40% of its funding to independent museums.<\/p>"}

In August last year, my department delivered on a key recommendation from the Mendoza Review by publishing the first annual National Museums Partnership Report. This report provides an overview of the partnerships of 17 national UK museums, revealing how museum partnerships benefit parties on both sides as well as audiences and wider society. Further data will be released this year, and in future iterations we are keen to reflect a more rounded picture including data on regional museum activity DCMS continues to work with the national museums, Arts Council England, and other partners to support collaborative working.<\/p>"}
