The Government and construction industry have agreed an ambitious Sector Deal which aims to transform the productivity of the sector, including measures to increase skills and apprenticeships. We are working with the Construction Leadership Council (CLC), Construction Innovation Hub and Construction Industry Training Board (CITB) to identify the skills needed for the construction sector of the future and helping design the qualifications frameworks and training programmes that will enable firms to train the next generation of apprentices in these skills. A joint Government and industry commitment to develop 50 new construction apprenticeship standards by the end of 2018 has already been exceeded, with 82 new apprenticeship standards agreed.<\/p>

All nuclear new build projects are assessed on a case by case basis to ensure they provide value for money for taxpayers and consumers. Before a new nuclear power station can be built and operated, the operator must apply for and obtain a number of permissions from the independent regulators and from Government. The assessment of environmental impact is an important consideration in regulators deciding whether relevant permissions should be issued and what conditions should be attached to the permissions. In addition, potential new nuclear technologies are considered under the Justification Regulations, with \u2018Justification\u2019 being the process by which Government determines whether the potential benefits of a practice\u202fmaking use of\u202fionising radiation outweigh its potential risks. Furthermore, all developers of new build stations are required to have a Funded Decommissioning Programme approved by the Secretary of State before nuclear-related construction can begin. This ensures the taxpayer does not bear the burden for future costs of turning the station into a greenfield site once generation has ceased.<\/p>

The Department for Business, Energy and Industrial Strategy (BEIS) maintains an interest in the global potential of thorium nuclear fuels.<\/p>

In 2012, the National Nuclear laboratory (NNL) published an initial comparative assessment of thorium and uranium technologies in nuclear powered electricity generation. This is available online from:<\/p>

BEIS has considered these views and drawn on the expertise of its national laboratories to model nuclear scenarios that include the use of thorium. These are used to inform R&D needs on thorium nuclear fuel cycles. The UK has been supporting research and development into the use of thorium nuclear fuels since such fuels were used in the Dragon reactor at Winfrith in the 1960s and 1970s. Examples of current activity on thorium and related technologies include academic research into thorium fuelled reactor systems and fuel cycle processes through Research Council grants to UK universities; collaboration on thorium fuels, via the UK Research Councils\u2019 Energy Programme, with national nuclear energy programmes of other countries on safety, performance and non-proliferation; experimental development of thorium fuels through the NNL and private sector organisations, as part of international consortia, and thorium fuel modelling and fuel cycle scenario analysis by the NNL. The Government recognises that the North of England is home to a wealth of manufacturing assets that play a crucial role in boosting regional economies. Advanced Manufacturing \u2013 as identified in the Northern Powerhouse Independent Economic Review, published in 2016 \u2013 is one of the North\u2019s \u2018prime capabilities\u2019, and an historic strength.<\/p>

Through Made Smarter \u2013 our key national industrial digitalisation programme \u2013 we are investing over £140m to ensure that the UK is at the forefront of the Fourth Industrial Revolution.<\/p>

<\/p>

In January 2019, we launched the Made Smarter North West Pilot; backed by £20m of government funding, this pilot is working with the Northern Powerhouse, and local partners, to provide support for up to 3000 manufacturing SMEs to adopt, and exploit, digital technology to increase their productivity. 600 of these SMEs will be able to receive intensive support, and 480 of those companies will be able to access grants of up to £20,000 to spend on specialist advice, kit, and technology.<\/p>
