Ambulances on emergency business are already generally allowed to use bus lanes through an exemption in the underlying Traffic Regulation Order (TRO) which creates a bus lane. Local authorities can extend this to ambulances on non-emergency business if they wish, but will need to consider whether the vehicles are easily identifiable for enforcement purposes, and the impact on the operation of the lane for buses.<\/p>

Local authorities are best placed to judge how best to operate bus lanes on their road networks. Bus lanes are provided to give buses priority over other traffic, particularly at congested times of day, and to provide bus passengers with a more reliable service. The Wendover Mined Tunnel was considered in detail during the passage of the Phase One Bill in both the Commons and Lords committees. Cost comparisons of the consented scheme and the tunnelled alternatives were considered in evidence to both committees during the Bill process and the primary conclusion was that the now consented scheme would be less expensive than the tunnelled alternatives.<\/p>

Since then, DfT officials and HS2 Ltd have been challenged by Wendover Parish Council and your predecessor, Sir David Lidington, over these decisions and have presented further reports by OTB and Michael Byng (mbpc) challenging the consented scheme.<\/p>

<\/p>

In each instance, it has been concluded that the Wendover Mined Tunnel would be harder to construct, is costlier and involves a significantly greater degree of risk to the consented scheme.<\/p>

The Department and HS2 Ltd remain convinced that the Select Committee made the right decision when they accepted that there was a significant difference in cost between the mined alternative schemes and concluded that the HS2 Ltd scheme should be retained.<\/p>

The High Speed Rail (London \u2013 West Midlands) 2017 Act sets out the compensation arrangements for the compulsory purchase and temporary possession of land and property on Phase One of the route. The Secretary of State has also introduced a range of statutory and non-statutory property compensation schemes across the three phases of HS2 to support people and businesses affected by the programme. In applying all the property compensation schemes, HS2 Ltd aims to ensure that the compensation arrangements adhere to the Compensation Code. The Code provides for the payment of fair compensation to property owners whose land is acquired as part of HS2.<\/p>

HS2 Ltd applies the standards set out in the Compensation Code and its own internal targets for the payment and completion of compensation claims. The On-street Residential Chargepoint Scheme (ORCS) is a demand-led funding scheme which assists local authorities with the cost of installing chargepoints in residential streets. The funding available is for 75% of the capital costs of procuring and installing the chargepoint and an associated dedicated parking bay, and is administered by the Office for Low Emission Vehicles (OLEV). In October 2019, I wrote to all local authorities encouraging them to send their strategies for infrastructure deployment and to take advantage of ORCS funding. Last month we announced that Government funding will be doubled to £10 million for the installation of chargepoints on residential streets next year. This could support as many as 3,600 chargepoints for those that do not have off-street parking.<\/p>

To date, no applications have been made for funding through ORCS from Central Bedfordshire Council. Local Highway Authorities are responsible for the maintenance and management of the local road network within their areas and this includes measures to help reduce road congestion. It is the for the Leaders and Mayors of local and Combined Authorities to decide how best to manage the relative mix of traffic in their cities.<\/p>

<\/p>

The Government is tackling congestion across England through investment in roads, public transport and active travel. The £2.5bn Transforming Cities Fund is empowering 18 city regions to deliver improvements to commuter connectivity which will provide faster, more reliable transport links such as new light rail, bus or cycling infrastructure. The Government has also recently announced a further £5bn of investment in buses and cycling across England.<\/p>

Through the National Roads Fund, the Government is providing £28.8bn which will fund vital improvements on the Strategic Road Network and on the Major Roads Network.<\/p>

<\/p>

The Government is committed to decarbonisation of transport and is consulting on bringing forward the end of the sale of new petrol and diesel vehicles to 2035, or earlier if a faster transition appears feasible.<\/p>

The Government has supported the use of a range of low carbon bus technologies, including hydrogen, through funds including the Low Emission and Ultra Low Emission Bus Schemes. These schemes have provided funding for the purchase of 62 hydrogen buses.<\/p>

We have also announced a review of bus funding and an upcoming National Bus Strategy, which will consider how to support the uptake of low carbon bus technologies.<\/p>

Any death on our roads is one too many. We want our roads to be as safe as possible. That is why I\u2019ve asked the Department to carry out an evidence stocktake to gather the facts about the safety of smart motorways and make recommendations. The Department will present the findings of the stocktake shortly.<\/p>

While I would not want to pre-judge the results of that work, what I can say is that we will continue to prioritise improving safety \u2013 making conditions safer for everyone on our roads.
