The Government is working with the steel industry, the unions and devolved administrations to support the UK steel sector to develop a long-term sustainable future. We are working hard to make sure that UK producers of steel have the best possible chance of competing for and winning contracts across all Government procurement.

BEIS collates and publishes annually information on how much steel is purchased for Government’s major infrastructure projects in the previous financial year, including what proportion is UK-produced.

We have collated the 2019/20 data and expect to publish later this year. We will start collating the data on UK steel procured in 2020/21 in due course.

With the implementation of national restrictions, the Additional Restrictions Grant has been allocated across England at £20 per head of residential population. Areas that went into the Local Covid Alert Level at ‘Very High’, prior to national restrictions, received aggregate sums at city region level. These sumsvary slightly from the Additional Restrictions Grant and where this was under the £20 per head rate, we have topped up the funding. For example, in Liverpool City Region, funding was increased from £30 million to £31.2 million.

Local authority allocations are set out below. Where local authorities show as £0 it is because local authorities have agreed for their allocation to be paid to their Combined Authority. Combined Authority allocations are shown at the bottom of the table. Nine Greater Manchester Local Authorities have agreed for their share of £60million funding to be pooled, with Bolton Council receiving its proportionate share separately.

The Government recognises the value of British engineering capability and innovation. That is why we have already invested nearly £2 billion in the Aerospace Technology Institute Programme, providing advice on market opportunities and technology. We have also committed with industry around £1 billion through the Advanced Propulsion Centre, to research, develop, and commercialise the next generation of low carbon technologies to keep the UK at the cutting edge of low carbon automotive innovations. We are also supporting the innovation of digital design through the £147 million Manufacturing Made Smarter Challenge.

At the last Budget, we set out plans for public investment in research and development to reach £22 billion each year by 2024/25, which is a record increase in spending.

As part of the upcoming Spending Review we will consider proposals for this investment, of which the Brunel Challenge and slingshot is one of many.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4113", "label" : {"_value" : "Biography information for Nadhim Zahawi"} } , "answeringMemberConstituency" : {"_value" : "Stratford-on-Avon"} , "answeringMemberPrinted" : {"_value" : "Nadhim Zahawi"} , "dateOfAnswer" : {"_value" : "2020-07-20", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2020-07-20T15:52:38.343Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "201"} , "answeringDeptShortName" : {"_value" : "Business, Energy and Industrial Strategy"} , "answeringDeptSortName" : {"_value" : "Business, Energy and Industrial Strategy"} , "date" : {"_value" : "2020-07-14", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Manufacturing Industries: Government Assistance"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Business, Energy and Industrial Strategy, what discussions he has had with the Chancellor of the Exchequer on launching the Brunel challenge to support UK manufacturers in the (a) aerospace sector and (b) other high value manufacturing sectors.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4263", "label" : {"_value" : "Biography information for Lucy Powell"} } , "tablingMemberConstituency" : {"_value" : "Manchester Central"} , "tablingMemberPrinted" : [{"_value" : "Lucy Powell"} ], "uin" : "73840"} , {"_about" : "http://data.parliament.uk/resources/1133338", "AnsweringBody" : [{"_value" : "Department for Education"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1133338/answer", "answerText" : {"_value" : "

A new Chair and CEO were appointed to the Academies Enterprise Trust during 2016-17 and they presented a comprehensive improvement plan to the department in early 2017. This plan was assessed by the Education and Skills Funding Agency to put in place a recovery process that underpinned education provision with strong financial management and oversight. This included improving governance of the trust, restructuring of central service teams, stronger financial and budgeting controls, reshaping school improvement structures and impact on educational outcomes. As a result of this assessment and supported by the National Schools Commissioner, additional funding was provided to the Trust.

Academies Enterprise Trust (AET) is responsible for over 60 schools and over 33,000 pupils.

The department can confirm that AET takes a 5% annual top slice. In 2017-18, this was £9.1 million to cover the cost of centralised services such as human resources, estates and facilities, educational support, legal, financial and IT services. This information is included in the Trust’s annual financial statment and further information can be found at:

The annual top slice is used by academy trusts to pool funding for services to its academies for which an individual academy would otherwise be responsible. Further to my noble friend, the Parliamentary Under-Secretary of State’s letter to the Education Select Committee, dated 20 May 2019, we would note that where the department intervenes, we work with each trust to put in place a recovery process that underpins education provision with strong financial management and oversight.

These plans and our support for trusts are flexible and will evolve as the trusts recover and to respond to any future challenges. Any request to disclose an improvement plan is responded to on a case-by-case basis.

The department can confirm that Academies Enterprise Trust (AET) used their funding in 2016-17 and 2017-18 for administration costs, such as the £930,000 non-recoverable funding being spent for central office staff redundancies and project management costs to transfer 4 academies to other academy trusts. The £3.58 million recoverable funding was spent towards academy level restructuring to reduce operational costs and support the trust’s reserves following the financial impact of transferring Cordeaux, Millbrook, Swallow Hill and Everest academies out of AET, and closing down Sandown Bay.

As a result of these restructurings, we expect AET to achieve an operational surplus in the financial year ending 31 August 2019.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4113", "label" : {"_value" : "Biography information for Nadhim Zahawi"} } , "answeringMemberConstituency" : {"_value" : "Stratford-on-Avon"} , "answeringMemberPrinted" : {"_value" : "Nadhim Zahawi"} , "dateOfAnswer" : {"_value" : "2019-06-24", "_datatype" : "dateTime"} , "groupedQuestionUIN" : {"_value" : "266162"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-06-24T14:56:48.06Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "60"} , "answeringDeptShortName" : {"_value" : "Education"} , "answeringDeptSortName" : {"_value" : "Education"} , "date" : {"_value" : "2019-06-18", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Academies Enterprise Trust: Finance"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Education, where the £930, 000 of non-recoverable funding in 2016-17 and 2017-18 for Academies Enterprise Trust has been allocated.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4263", "label" : {"_value" : "Biography information for Lucy Powell"} } , "tablingMemberConstituency" : {"_value" : "Manchester Central"} , "tablingMemberPrinted" : [{"_value" : "Lucy Powell"} ], "uin" : "266161"} ], "itemsPerPage" : 10, "next" : "https://eldaddp.azurewebsites.net/answeredquestions.text?tablingMemberPrinted.=Lucy+Powell&_page=1&answer.answeringMemberConstituency=Stratford-on-Avon", "page" : 0, "startIndex" : 1, "totalResults" : 175, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
