The Joint Committee on Vaccination and Immunisation (JCVI), the independent body of clinical experts, advise the Government on which vaccine/s the United Kingdom should use and provide advice on prioritisation including for the COVID-19 vaccine.

The vaccine is initially being rolled out to priority groups considered to be the most at risk and frontline health and social care workers, then to the rest of the population in order of age and risk, including those who are clinically extremely vulnerable and all individuals aged 16-64 years old with underlying health conditions. People with a learning disability who are clinically extremely vulnerable, including adults with Down's syndrome, and people with a severe and profound learning disability are prioritised to receive the vaccine; and are within fourth and sixth vaccine prioritisation groups respectively. I welcome Britishvolt’s announcement. As my Rt hon Friend the Prime Minister set out recently in his 10 Point Plan, manufacturing electric vehicles and developing the required supply chain right here in the UK is a key part of building back better and greener. A Gigafactory will support industry, provide high quality jobs and help the automotive sector transform over the coming decade - as we make strides towards our world-beating net zero goals.

The Government has announced nearly £500m of support through the Automotive Transformation Fund to drive the electrification of the UK automotive sector. This is part of the up to £1 billion that this government previously committed to these efforts. The application process is managed by the Advanced Propulsion Centre on behalf of BEIS and funding will be allocated on a competitive basis, dependent on a full assessment of the relative value for money of any request received.

The Joint Committee on Vaccination and Immunisation (JCVI) consists of independent experts who advise the Government on which vaccine the United Kingdom should use and provide advice on prioritisation at a population level. The JCVI has advised that the first priorities for any COVID-19 vaccination programme should be the prevention of COVID-19 mortality and the protection of health and social care staff and systems.

Therefore, in line with the recommendations of the JCVI, the vaccine will be initially rolled out to these priority groups including care home residents and staff, people over 80 years old, and health and care workers. The vaccine will then be prioritised amongst the rest of the population in order of age and risk, including those who are clinically extremely vulnerable, and all individuals aged 16-64 years old with underlying health conditions.

Individuals with certain medical conditions are not specific trial groups, but safety data will be coming from all trials to set out how the COVID-19 vaccines work in different types of people.

The NHS Covid-19 vaccine research registry, developed in partnership with NHS Digital, will help facilitate the rapid recruitment of large numbers of people into trials. The Government has been encouraging a diverse pool of people to volunteer to help researchers better understand the effectiveness of each vaccine candidate.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4113", "label" : {"_value" : "Biography information for Nadhim Zahawi"} } , "answeringMemberConstituency" : {"_value" : "Stratford-on-Avon"} , "answeringMemberPrinted" : {"_value" : "Nadhim Zahawi"} , "dateOfAnswer" : {"_value" : "2020-12-07", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2020-12-07T16:08:38.607Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "201"} , "answeringDeptShortName" : {"_value" : "Business, Energy and Industrial Strategy"} , "answeringDeptSortName" : {"_value" : "Business, Energy and Industrial Strategy"} , "date" : {"_value" : "2020-12-02", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Coronavirus: Vaccination"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Business, Energy and Industrial Strategy, how many people with (a) cancer, (b) fibromyalgia, (c) multiple sclerosis and (d) other serious conditions each of the covid-19 vaccines have been tested on.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4813", "label" : {"_value" : "Biography information for Mr Richard Holden"} } , "tablingMemberConstituency" : {"_value" : "North West Durham"} , "tablingMemberPrinted" : [{"_value" : "Mr Richard Holden"} ], "uin" : "124337"} , {"_about" : "http://data.parliament.uk/resources/1257651", "AnsweringBody" : [{"_value" : "Department of Health and Social Care"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1257651/answer", "answerText" : {"_value" : "

It has not yet been determined what proportion of the general population is required to take up a COVID-19 vaccination.

The Joint Committee on Vaccination and Immunisation (JCVI) advised that the first priorities for any COVID-19 vaccination programme should be the prevention of COVID-19 mortality and the protection of health and social care staff and systems. The JCVI recently published advice to facilitate the development of policy on COVID-19 vaccination in the United Kingdom with the priority list for COVID-19 vaccination. It is estimated that taken together, these groups represent around 99% of preventable mortality from COVID-19.

As the first phase of the programme is rolled out in the UK, additional data will become available on the safety and effectiveness of COVID-19 vaccines and whether they can prevent infection and onward transmission in the population.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4113", "label" : {"_value" : "Biography information for Nadhim Zahawi"} } , "answeringMemberConstituency" : {"_value" : "Stratford-on-Avon"} , "answeringMemberPrinted" : {"_value" : "Nadhim Zahawi"} , "dateOfAnswer" : {"_value" : "2020-12-22", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "previousAnswerVersion" : {"_about" : "http://data.parliament.uk/resources/1257651/answer/previousversion/67386", "answeringMember" : {"_about" : "http://data.parliament.uk/members/4113", "label" : {"_value" : "Biography information for Nadhim Zahawi"} } , "answeringMemberConstituency" : {"_value" : "Stratford-on-Avon"} , "answeringMemberPrinted" : {"_value" : "Nadhim Zahawi"} } , "questionFirstAnswered" : [{"_value" : "2020-12-22T11:54:27.787Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health and Social Care"} , "answeringDeptSortName" : {"_value" : "Health and Social Care"} , "date" : {"_value" : "2020-12-02", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Coronavirus: Vaccination"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Health and Social Care, what proportion of the general population is required to take up a covid-19 vaccination to ensure the effectiveness of that vaccination programme.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4641", "label" : {"_value" : "Biography information for Alex Norris"} } , "tablingMemberConstituency" : {"_value" : "Nottingham North"} , "tablingMemberPrinted" : [{"_value" : "Alex Norris"} ], "uin" : "124291"} ], "itemsPerPage" : 10, "next" : "https://eldaddp.azurewebsites.net/answeredquestions.text?_page=1&min-date=2019-06-14&answer.answeringMemberConstituency=Stratford-on-Avon&max-questionFirstAnswered.=2020-12-22T12%3A12%3A59.877Z", "page" : 0, "startIndex" : 1, "totalResults" : 691, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
